بررسي جايگاه معتمدان طايفه اي، در مديريت محلي (با تأكيد بر نزاع هاي جمعي)

Survey of Family Tribal Dignitaries, Local Management with an Emphasis on Collective Conflict

زمينه و هدف: امروزه امنيت پايدار، محوري ترين ركن زندگي و پيشرفت در هر منطقه است. جنوب كرمان يكي از حوضه هاي جغرافيايي ايران است كه از جنبه هاي متفاوتي در معرض ناامني قرار دارد. در دهه‌هاي گذشته تغييراتي در شكل و نوع درگيري و ناامني و بالطبع مديريت امنيت منطقه رخ داد كه يكي از نتايج آن، تضعيف جايگاه بزرگان محلي در مديريت امور امنيتي است. هدف تحقيق حاضر، بررسي جايگاه معتمدان محلي در امور امنيتي منطقه جنوب كرمان مي‌باشد. روش شناسي: نوع تحقيق، توصيفي تحليلي بوده و روش­ جمع­آوري داده­ها، ميداني با ابزار پرسشنامه و مصاحبه است. جامعه نمونه، افراد صاحب­نظر محلي بوده و حجم نمونه 30 نفر مي­باشد. تحليل داده­ ها با استفاده از تحليل Q و Ttest در محيط SPSS انجام شد. يافته­ها: يافته­هاي حاصل از مصاحبه نشان داد؛ از نظر افراد آگاه و صاحب­نظر دولتي و محلي، تقويت جايگاه معتمدان محلي در مديريت امنيت منطقه ضروري است. طبق نتايج تحليل Q، پاسخ گويان در سه گروه موافقان افراطي نظام معتمدي، موافقان منطقي و ميانه رو نظام معتمدي و نوگرايان مخالف نظام معتمدي قرار گرفتند. گروه غالب، افراد با نگرش منطقي بودند و از نظر آن‌ها، نظام معتمدي همكاري براي نهادهاي دولتي است. يافته­ هاي آزمون T نيز تصورات و ادراكات جامعه نمونه را در زمينه تأمين امنيت منطقه نشان داد. طبق نتايج حاصل، امتياز عباراتي كه طرز تفكر افراد موافق ميانه­ رو را نشان مي­دهند، بالاتر از حد متوسط است. نتيجه­ گيري: بر اساس يافته­هاي اسنادي و ميداني، نتيجه گرفتيم: احياي نقش معتمدان، بهترين رويكرد مديريت ناامني­هاي ناشي از درگيري­هاي جمعي در منطقه جنوب كرمان است؛ به شرطي كه معتمدان در تعامل با نهادهاي دولتي عمل كنند و همچنين از ويژگي­هايي چون رعايت عدالت، وجه و اعتبار مطلوب نزد مردم و مردم داري، آشنايي با مسائل مردم و توانمندي و استقلال اقتصادي برخوردار باشند. در شرايط فعلي جايگاه معتمدان نزد مردم پذيرفتني و مطلوب است.

Background and Purpose:Today sustainable security is the most basic element of life and prosperity in every region. South of Kerman is one of Iran#039 s geographic basins that exposed to insecurity from diverse perspectives. In the past, political affairs and security in the region was carried out by public authorities. In the recent decades, changes occurred in the shape and type of conflict and insecurity and security management that as a result weakened the local leaders in providing security.The aim of the present study is examination the position of local dignitaries in context of regional security in the south of Kerman. Methodology:Type of research is descriptiveanalysis, and data collection methods is field with questionnaires and interviews. Sle includes local experts and sle size is 30. Analyze data conducted with using Qmethodology and Ttest in SPSS environment. Results:the findings from the interviews with knowledgeable people and local government showed strengthening the position of local dignitaries in the management of regional security is essential. According to the results of Q respondents were divided into three groups: Extreme supporter’s trustworthy, logical pros and Fans moderate, and modernists that are opposition. The dominant group has a logical approach and Trustworthy Known as a peertogovernment for government agencies In their opinion. Findings Ttest also showed Imaginations and perceptions of respondents in the context of regional security. According to the results, phrases that showed perceptions Fans moderate of is higher than average. This positive difference is statistically significant (sig=0.05). Lowest rates allocated to terms that showed the negative attitude to the Trustworthy. Conclusion:According to the documentary and field findings have concluded revival the role of trustees the best approach to the management of collective insecurity caused by clashes in the southern region of Kerman, provided that the trustees in interacting with government institutions and to have features such as fairness, payment and good credit to people familiar with the issues, capabilities and have economic independence. The trustees are acceptable and desirable to people in the current situation.
