شناسايي شاخص‌هاي كليدي هوشمندسازي نهادهاي حاكميتي دولت (مطالعه موردي: وزارت كشور)

Identification of Key Indicators of Intelligent State Sovereignty Institutions (Case Study: Ministry of Interior)

حركت جهاني در كشورهاي توسعه‌يافته براي تغيير ساختار نهاد حاكميتي دولت، با دگرگوني جوامع از جوامع سنتي به جوامع دانايي محور و بهره‌گيري از شرايط نوين ارتباطي پديد آمده است. از اين‌رو، هدف اين پژوهش شناسايي شاخص‌هاي كليدي هوشمندسازي نهادهاي حاكميتي دولت مي‌باشد؛ به همين منظور پس از بررسي ادبيات نظري پژوهش، با استفاده از نظريات صاحب‌نظران، عوامل و شاخص‌هاي هوشمندسازي تعيين شد. سپس پرسشنامه‌هاي مقايسات زوجي براي نظرسنجي خبرگان آماده و روايي محتواي پرسشنامه توسط 9 نفر از خبرگان تأييد شد. پس از تهيه­ي پرسشنامه مقايسات زوجي به روش گلوله­برفي، در نهايت 6 پرسشنامه تكميل‌ شده بدست آمد و بر اساس ماتريس‌هاي مقايسات زوجي تلفيقي آن‌ها و با كمك نرم‌افزار اكسپرت چويس وزن عوامل و شاخص­ها و در نهايت وزن نهايي شاخص‌ها تعيين شد. بر اساس نتايج پژوهش، اولويت و وزن 8 عامل اصلي به ترتيب عبارت‌اند از: فناوري اطلاعات و ارتباطات با وزن 6/20%، منابع انساني با وزن 68/17%، حقوقي با وزن 12/15%، اقتصادي با وزن 11/15%، سياسي با وزن 56/10%، امنيتي و نظامي با وزن 05/9%، فرهنگي ـ اجتماعي با وزن 84/7% و عمراني و زيست‌محيطي با وزن 28/6%. اولويت شاخص ها نيز مشخص شدند و بر اساس آن پيشنهادات اجرايي جهت هوشمندسازي نهادهاي حاكميتي به وزارت كشور ارائه شد.

In developed countries, a global movement has emerged to change the structure of state sovereignty institutions, with the transformation of societies from traditional to knowledgebased societies and the use of modern communication conditions. The main purpose of this study was to identify the key indicators of a intelligent state sovereignty institutions; so, after reviewing the available theoretical literature, the criteria and indicators of smart society were identified; then, paired comparison questionnaires were prepared for the survey of experts, and content validity of the questionnaire was confirmed by 9 experts; finally, 6 completed questionnaires were obtained after preparing paired comparison questionnaire using the snowball method, and Index and subindex weight and the final index weight were determined based on Matrix of their combined paired comparisons and using the Expert Choice Software. Based on the results, the weight of 8 main indicators are as follows: ICT 20.6%, HR 17.68%, Legal 15.12%, economic 15.11%, political 10.56%, military and security 9.05%, sociocultural 7.84%, and construction and environmental 6.28%. The priorities of subcriteria were identified, based on which executive proposals were presented to the Ministry of Interior for smart state sovereignty institutions.
