راه‌كارهاي كنترل اثرات نامطلوب حمل ونقل روستايي بر محيط‌زيست

Providing Solutions to Control the Undesirable Effects of Rural Transportation on the Environment

با توسعه جوامع، تقاضا براي حركت افراد و كالاها افزايش مي يابد و لذا سال‌هاست كه حمل‌ونقل به‌سرعت در حال گسترش بوده و نقش مهمي در توسعه اقتصادي جوامع برعهده دارد. به‌خصوص در مناطق محروم، سياست‌هاي حمل ونقلي، نقش حياتي در توسعه ايفا مي كند. پروژه‌هاي راه روستايي به توسعه ارتباطات روستايي كمك كرده و به‌نوبه خود موجب توسعه اقتصادي و رفاه اجتماعي جوامع روستايي مي شود. در اين ارتباط برخي پژوهش‌گران دسترسي نداشتن به نظام حمل ونقل روستايي و عناصر تشكيل‌دهنده آن را يكي از مهم‌ترين موانع در راه تحقق اهداف توسعه پايدار روستايي مي دانند. اما متاسفانه اين بخش اقتصادي با اثرات مضر بيشتري بر محيط‌زيست همراه است، حالت‌هاي مختلف حمل ونقل در اندازه‌هاي مختلف، تاثيرات منفي بر محيط‌زيست دارد كه به‌طور عمده به شرايط فني آنها بستگي دارد. هدف اصلي در تحقيق حاضر، شناسايي اثرات نامطلوب حمل ونقل روستايي بر محيط زيست است كه با عنايت به روش توصيفي در قالب مطالعات اسنادي و طبقه بندي يافته هاي ادبيات تحقيق در ارتباط با مسيله به ارايه راه‌كارهاي كنترل آنها پرداخته شده است. نتايج اين مطالعه نشان مي‌دهد، اثرات نامطلوب متعددي ناشي از حمل ونقل روستايي بر محيط زيست تحميل مي شود كه به طور عمده ناشي از عدم انجام مطالعات جامع در ارتباط با عمليات راه سازي و نيز توليد وسايط نقليه بوده و پايش اثرات آنها به طور مكرر براي ارزيابي اثرات مستقيم، غيرمستقيم و انباشي است. لذا راه‌كار اصلي توجه و حركت به سمت حمل ونقل پايدار روستايي است كه در برخي از مصاديق مسير حركت در اين مطالعه ترسيم شده است

Thanks to development of societies, the demand for the movement of people and goods are increasing. Therefore, transportation has been expanding rapidly and played an important role in economic development of societies. Especially in deprived areas, policies of transportation, plays a vital role in development. Projects of rural roads help the development of rural communications which, in turn, contributed to the economic development and social well-being of rural communities. In this respect, some researchers consider the lack of access to rural transport system and its constituent elements as one of important obstacles to achieving the goals of sustainable rural development. But unfortunately this economic sector has more harmful effects on the environment; different modes of transport in different sizes have negative effects on the environment, which largely depends on their technical condition. The main problem in this study is the identification of the undesirable effects of rural transport on the environment and control solutions that are discussed with regard to descriptive research method on the base of documentary study and classification of literature results in connection with the problem. Based on the results, several undesirable effects imposed on the environment that mainly due to the lack of comprehensive studies in connection with the road construction operations as well as production of vehicles and continuously monitor of their performance to assess the direct, indirect and cumulative impacts, not considered. So the main solution is attention and movement toward rural sustainable transport, which in some instances, the path is drawn in this study.
