The Challenges of Productivity In Government

بر‌اساس سند چشم‌انداز كشور، مقرر است كه اقتصاد جمهوري اسلامي ايران كه در حال حاضر (با استناد به آمارهاي رسمي كشور) نهاده‌محور است، به اقتصاد دانش‌محور در سال 1404 تبديل شود. از‌جمله راهكارهاي اصلي رسيدن به اين هدف، ارتقاي بهره‏وري است. اين در حالي است كه بهره‏وري دولت طي سال‏هاي گذشته وضعيت مناسبي نداشته است. با توجه به اين مهم و چالش موجود در موضوع بهره‏وري دولت، نويسنده تلاش مي‌كند كه به بررسي اين موضوع بپردازد و بهره‏وري را در چارچوب مفهومي نوين دولت تبيين‎كرده و وضعيت آن در دولت ايران را تحليل كند. روش به‌كار گرفته‌شده ‌در اين پژوهش اسنادي است و نويسنده تلاش مي‌كند با تحليل‏هاي ثانويه در يافته‏هاي موجود، ضمن ترسيم و تحليل وضعيت موجود بهره‌وري دولت در ايران، راه‎حل‏هاي بهبود آن را ارائه كند. اين راه‎حل‏ها به‎طور عمده ساختاري و معطوف به اصلاح ساختار دولت و شيوۀ ادارۀ سازمان‏هاي دولتي است.

With respect to the vision statement, economy of Iran has to transform to a knowledgebased economy in 1404, which is currently (according to the official statistics) an inputoriented one. Improving productivity is among primary solutions to reach the goal. Nevertheless, productivity of the government has not been in a good condition during past few years.Due to this matter and challenges in productivity of government, the author tries to investigate it and explain productivity in a new conceptual framework of government and analysing its situation in Iranian state, in addition. The technique which has been used in this study is documentary and the author by the help of secondary analysis of the findings, tries to draw and analyse the current productivity situation in Iranian government, as well as suggesting solutions. These solutions are typically structural with consentration on structural revision of government and methods in which public organizations are conducted.
