چين در ميانه دو قاره

China between Two Continents

اروپا و آسيا از ديرباز دو حوزه شاخص تعاملات بين‌المللي تلقي مي‌شوند. اروپا يكي از قطب‌هاي اصلي جهان غرب است كه در دوران مدرن، نقش متمايزي در نظام بين‌الملل ايفا نمود و در دوران معاصر در قالب غرب تمدني به رهبري امريكا به آن ادامه داد. آسيا در اين دوره طولاني به حاشيه سياست و اقتصاد بين‌الملل رانده شد. نخستين دهه از سده اخير شاهد آغاز پيچش تاريخي در نظام بين‌الملل و تحول موازنه‌ قدرت در اقتصاد و سياست جهاني بوده است. اگرچه آثار، پيامدها و افق آينده اين پيچش هنوز روشن نيست، اما ترديدي نيست كه سده جاري دوران دگرديسي در موقعيت، جايگاه و نقش آسيا و اروپا در نظم جهاني است. سيوال اصلي در اين مقاله معطوف به چگونگي نقش چين در تراز قدرت دو قاره در نظام بين‌الملل دوران پساجنگ سرد است. يافته‌ها نشان مي‌دهد اروپا به عنوان قدرتي سنتي با چالش كاهش نقش، وزن و موقعيت مواجه است، در حاليكه در نظم آتي همچنان بر امنيت امريكامحور متكي و با اتكا به ناتو امنيت خود و حوزه پيرامونش را تعريف خواهد نمود ولي شريك راهبردي اقتصادي‌اش آسيا خواهد شد. آسيا در اين دوران به مثابه قدرت نوظهور با افزايش نقش، وزن و موقعيت روبروست و علاوه‌بر حضور فعال در تعاملات اقتصادي با غرب و اروپا به بازتعريف خود خواهد پرداخت. در اين بين چين به‌عنوان اصلي‌ترين بازيگر آسياي معاصر نقش بلافصلي در تعريف روابط آتي دو قاره و تعاملاتشان با نظام بين‌الملل خواهد داشت.

Europe and Asia have long been considered two distinct spheres of international interactions. Europe is one of the main poles of the western world that played a decisive role in the international system during the modern era and continued to do so afterwards - albeit in the form of bandwagoning the United States. During this long period, Asia was sidelined in the international politics and economy. The first decade of the new millennium has witnessed a historical turn in the international system and transformation of the world economic and political balance of power. Although the consequences and prospects of such a turn is yet to be clear, there is little doubt that the current century is an era of transformation in the status and role of Asia and Europe in world politics. This paper examines the quality of China’s role in the balance of power in the international system after the Cold War. The findings show that Europe as a traditional power is challenged by reduction of its weight and reverses in its role playing. Europe will remain dependent on the United States in its security and will define its own and its neighborhood security in accordance with its dependence to NATO. However, its strategic economic partner will be China. Asia will increase its weight and improve its status and will redefine its position through active presence and economic interactions with the West. In the meantime, China will have an indispensable role in defining the future relations of the two continents with the international system.
