بررسي رابطۀ ميان تمركززدايي اداري و حاكميت عمومي با تأثير دو متغيّر پاسخگويي و اعتماد عمومي (مورد مطالعه سازمان هاي دولتي استان فارس)

Examining the relationship between administrative decentralization and public governance underlining the impact of two public trust and public accountability variables (case study: governmental organizations of Fars Province)

ما در عصري زندگي مي‌كنيم كه تمركزگرايي در ادارۀ كشورها به عنوان مسبب بسياري از مشكلات شناخته مي‌شود. در بسياري از جوامع تعداد رو به رشدي از شهروندان و سياستگذاران معتقدند كه تمركززدايي مي‌تواند اجتماعشان را با ثبات‌تر، دموكراتيك و از نظر اقتصادي پيشرفته سازد. بنابراين، هدف از اين پژوهش، بررسي رابطۀ ميان تمركززدايي اداري و حاكميت عمومي است و اينكه چگونه متغيّرهاي پاسخگويي عمومي و اعتماد عمومي بر اين رابطه تأثير مي‌گذارند. اين تحقيق مطالعه‌اي توصيفي از نوع پيمايشي است. حجم نمونۀ آماري اين پژوهش با استفاده از فرمول نمونه‌گيري خوشه‌اي چند مرحله‌اي، برابر 5 است كه با توجه به فرمول كوچران، 300 تن به عنوان نمونۀ آماري اين تحقيق انتخاب شدند. در اين پژوهش براي سنجش پايايي پرسشنامه‌هاي تحقيق و اجراي آمار توصيفي از نرم‌افزار اس.پي.اس.اس و براي آزمون فرضيه‌هاي پژوهش از روش الگو‌سازي معادلات ساختاري با استفاده از نرم‌افزار آموس و ليزرل استفاده شد. نتايج اين پژوهش نشان داد كه تمركززدايي اداري به طور غيرمستقيم و از طريق دو متغيّر مداخله‌گر پاسخگويي عمومي و اعتماد عمومي با حاكميت عمومي رابطه دارد.

We are living in an era that decentralization in administering countries is reckoned as the cause of many problems. In many societies, the increasing number of citizens and politicians believe that decentralization can make their society more stable, democratic and economically advanced. Therefore, the aim of this research is to examine the relationship between administrative decentralization and public governance and that how variables of public accountability and public trust can affect on this relationship. The research is a kind of descriptive study in type of survey. Statistical sample of the research included 300 people who were selected by multistages clustering sampling and based on Cochran's formula. SPSS software was used to measure the reliability of the questionnaire and implementing descriptive statistics. Structural equations modeling method and software of Amos and Lisrel were utilized to test the research's hypotheses.  Results indicated that there is a relationship between administrative decentralization and public governance indirectly and through two moderator variables of public accountability and public trust.
