رسانه‌ و كنش‌گريِ دموكراتيك (امكان‌ها و محدوديت‌هاي دموكراسيِ رسانه‌محور)

Possibilities and Impossibilities of the Media-based Democracy

اگر هدف از سیاست دموكراتیك مشاركت آگاهانة افراد در تعیین سرنوشت عمومی باشد، طبعاً رسانه به‌‌مثابة واسطة ارتباط حكومت و شهروندان اهمیت محوری می‌‌یابد. هم‌زمان، با توجه به تكثیر رسانه‌ای فزایندة اطلاعات در عصر مجازی شدن فرهنگ این مشكل اساسی برجسته می‌شود كه آیا رسانه‌‌ای‌‌ شدن فزایندة «جهان‌‌ ـ زیستِ» معاصر به كنشی سیاسی و مترقی در زمینة تعمیق خودآیینی شهروندان می‌انجامد یا با توجه به فوران پیام‌‌ها در عصر رسانه‌‌های مجازی به سرگشتگی و بی‌‌تفاوتی سیاسی شهروندان و حتی سیاست تكنولوژیك/ الكترونیك معطوف‌‌ به كنترل شهروندان منجر می‌شود؟ مقالة حاضر درصدد است با بهره‌‌گیری از مزایای رویكرد «ساختار/ كارگزار» به بررسی این مشكل بپردازد و در این زمینه پس از بررسی دو رویكرد متقابل (دموكراسی مستقیم الكترونیكی در برابر پایان امر سیاسی در فرهنگ مجازی)، برداشتی از دموكراسی رسانه‌‌محور را به‌‌مثابة بدیل دموكراسی رایج مطرح می‌كند.

If the democratic politics aims people`swell-informed participation in determining the public destiny,then media to have importance as the medium for relationship between citizens and government.at the same timethis problematic arises that, especially with respect tothe media proliferation of the age of cyberization of culture, whether the increasing virtualization of contemporary “life- world” will lead to a progressive politics focused on autonomy of the citizens, or,with respect to the informative impulsion of the age of cyber, to confusion and detachment of them and, even worse, a techno-electronic politics in controlling society. This paper is to explore the problematic taking advantage of structure/agent approach. Also, after exploring the two approaches, i.e. direct electronic democracy vs. the death of politics in the cyber culture, a conception of media-driven democracy as an alternative for the current democracy is presented. Ultimately, the media is likened to Janus with both positive and negative potentiality for democratic action
