الگوي امنيت پايدار در جمهوري اسلامي ايران

The model of Sustain security in Islamic Republic of Iran

امنيت بنيادي‌ترين نياز هر جامعه و مهم‌ترين عامل دوام زندگي اجتماعي است. تامين امنيت از مهم‌ترين وظايف و كارويژه‌هاي نظام‌هاي سياسي است كه بدون آن، هيچ‌يك از برنامه‌ريزي‌ها و اقدامات حاكميت مفيد و موثر يا دستكم پايدار نخواهد ماند. در ذات مفهوم امنيت، عنصر پايداري وجود دارد، زيرا تامين امنيت در شكل صحيح و واقعي خود در گرو تداوم و مانايي آن در طول زمان است. ضرورت طراحي نظام و سيستم امنيتي اسلامي در قالب منظومه‌هاي شفاف و كارآمد و موثر و اثربخش كه مولد امنيت پايدار و اطمينا‌ن‌بخشي براي كشور و مردم باشد، از اهميت بسيار مهمي برخوردار است و طبعاً چنين الگو و مدلي متناسب با ظروف زماني (مقتضيات زمان) و ظروف مكاني (جامعه ايراني) و توجه جدي به محيط پيراموني قابل تحقق خواهد بود. رويكرد امنيت پايدار، نوعي زمامداري همه‌جانبه، ديرپا و گسترده به‌شمار مي‌آيد كه ريشه‌هاي امنيت و ناامني را در عميق‌ترين لايه‌هاي حيات جمعي جوامع جست‌وجو مي‌كند و در پي آن است تا با تنظيم و تنسيق نهادينه روابط (ملت‌ملت) و (ملت‌حكومت) سازوكارهايي واقعي و كارآمد در بنيادي‌ترين سطوح اجتماعي و تضمين حداكثر امنيت براساس يك الگوي آينده‌نگرانه بپردازد. بر همين اساس، در اين پژوهش ارتباط مفهوم تعادل اجتماعي و امنيت ملي پايدار در جمهوري اسلامي ايران بررسي شده است. محقق به روش توصيفي‌تحليلي در پاسخ به اين سوال كه امنيت پايدار براي جمهوري اسلامي ايران چگونه خواهد بود؟ اين نتيجه حاصل شد كه پايدار‌بودن امنيت باعث باورمندي جامعه، تقويت اراده، افزايش همگرايي، بالارفتن روحيه مقاومت و تقويت آرمان‌هاي يك ملت مي‌گردد و الگوي امنيت پايداري كه با مقتضيات فرهنگي، ديني و هويتي شكل گرفته باشد و زمينه‌ساز دستيابي به همه ارزش‌ها و آرمان‌هاي ديني و هدف‌‌هاي ملي و انقلابي باشد را الگوي تعادل‌محور مي‌داند، كه گزاره‌هاي اصلي آن از مكتب امنيتي اسلام به‌عنوان ايديولوژي در جمهوري اسلامي گرفته شده است كه ايمان به توحيد در كانون اين الگو قرار دارد و تربيت ديني راهبرد اصلي آن مي‌باشد.

Security is the most basic need of every society and the most important factor of the stability of social life. Providing the security is from the most important jobs and responsibilities of political systems which without it, none of the governmentʹs schedules or actions will be useful or effective or at least permanent. A permanent factor exists in the essence of the concept of security, because providing security in its correct and real form is depended in its endurance and continuance throughout time. The necessity of designing Islamic security system in the framework of clear, effective, functional and capable systems that is generator of permanent security and an assurance for the country and people is of critical importance and of course such model and design is achievable fitted with time frame (time necessities) and place frame (Iranian society) and critical attention to circumference and environment. The approach of permanent security is considered as a comprehensive, enduring and extensive authority that searches the roots of security and insecurity in the deepest layers of collective life of societies and is going to guarantee the upmost security according to a forward-looking model through institutional regulation and arrangement of relations (nation-nation) and (nation-government) and real and effective mechanism in the most fundamental social layers. According to this, in present study we assessed the relation of the concept of social balance and permanent national security in Islamic Republic of Iran. The researcher through the descriptive analysis method in answering the question of how is the permanent security for Islamic Republic of Iran reached to this result that the permanence of security causes confidence in society, strength of will, increase of convergence, increase of the esprit of perseverance and strength of a nationʹs aims and know the permanent security model. That is made by cultural, religious and identity demands and is the underground for achievement to all the religious values and aims and national and revolutionary goals as the balance-led model, that its main statements is driven from the Islamʹs security school as the ideology in Islamic Republic which the belief to monotheism is in the center of this model and its main strategy is the religious training.
