بررسي امنيت نرم و چرايي و اهميت آن در تامين امنيت داخلي جمهوري اسلامي ايران

Studying soft security and itʹʹs whyness and importance in providing internal security of I.R.Iran

امنيت نرم به‌عنوان مقوله اي فرابخشي، مستلزم تعامل و هم‌انديشي ساختارهاي متعدد، وجود هماهنگي و التزام منطقي ميان هدف‌‌ها و برنامه‌ها (وحدت فكري‌رويه‌اي) و ترسيم نقشه‌ راهي منسجم همسو با اولويت‌هاي قوانين بالادستي است. به‌طوري‌كه هر چه ميزان شناخت و بصيرت متوليان امر از مولفه‌هاي دروني (نقاط قوت و آسيب‌ها) و بيروني (فرصت‌ها و تهديدها) افزايش يابد، به تبع آن، اجراي سياست‌هاي خرد و كلان امنيت نرم با موانع كمتري روبه‌رو مي‌شود. آنچه مسلم است اينكه رسيدن به يك امنيت داخلي پايدار در نظام ج.ا.ا رويكرد استفاده از ظرفيت طبيعي بعد نرم‌افزاري امنيت مي‌باشد و درواقع نرم‌افزارگرايي را بر سخت‌افزارگرايي اولويت بخشيدن است. درواقع تاثير امنيت نرم، باعث استقرار نظم اجتماعي در روابط جامعه و حكومت شده و در نهايت حكومتي مشروع و جامعه‌اي راضي را مي آفريند. بر اين اساس امنيت نرم را مي‌توان وضعيتي تلقي كرد كه در آن ارزش‌هاي حياتي و كليدي جامعه، بدون توسل به ابزار و روش‌هاي فيزيكي و با تاكيد بر اقناع و رضايت‌مندي تامين گردد. در نظام ج.ا.ا براي تقويت امنيت نرم و اثربخشي قدرت نرم ‌بايستي در حوزه‌هاي مختلف سياسي، فرهنگي‌اجتماعي و اقتصادي سرمايه‌گذاري شود. نگارنده مقاله تلاش دارد با ارايه چارچوب نظري ازطريق بررسي مفهوم‌شناسي امنيت داخلي و امنيت نرم و چرايي و اهميت آن، تصويري جامع را در سطوح مختلف آن ترسيم و در ادامه به‌منظور آشنايي با امنيت داخلي و امنيت نرم و همچنين تهديد‌هاي داخلي و بازيگران، با استفاده از روش توصيفي، به تجزيه و تحليل متن پرداخته و نتيجه‌گيري و پيشنهادهاي لازم براي ايجاد امنيت داخلي پايدار با استفاده از رويكرد نرم‌افزاري ارايه نمايد.

Soft security as an ultra-part issue, necessitates the cooperation and intellectual collaboration of numerous structures, the existence of logical coordination and obligation goals and schedules (methodic mental unity) and designing a comprehensive path map harmonious with higher level rules priorities. In a way that, as the amount of guardiansʹ knowledge and insight about inner components (pros and cons) and outer components (opportunities and threats) increase, appropriately, the enforcement of micro and macro policies of soft security would face fewer obstacles. What is clear is that getting to a permanent internal security in the system of I.R.I is the approach of using natural capacity of software dimension of security and in fact to prioritize software-tendency to hardware- tendency. In fact, the effect of soft security causes to enforcement of social order in the relations of security and government and as last creates a legitimate government and a satisfied security. According to this, we can consider soft security as a situation in which the vital and key values of security be provided without resorting to tool and physical methods and with an emphasis on continence and satisfaction. In the I.R.I system to strengthen soft security and make it effective we should invest in different political, cultural, social and economical fields. The writer is trying to present a theoretical framework through conceptual study of internal security and soft security and it show and importance and draw a comprehensive image of it in various levels and in follow with the purpose of acquaintance with internal security and soft security and also internal threats and players, through descriptive methods, study and analyze the text and present the conclusion and needed suggestion for creating permanent internal security through a soft ware-led approach.
