Studying of NAJAʹʹs Role in development of soft security in Islamic Republic of Iran

در دنياي امروز، حاكميت‌ها و دولت‌هاي جهان به‌خوبي دريافته‌اند كه پديده‌هاي جنگ‌، نزاع، خون‌ريزي و جنبه‌هاي سخت‌افزارانه، نمي‌تواند تنها راه حل براي رسيدن به خواسته‌ها و هدف‌‌هاي‌شان باشد. ازاين‌رو براي دستيابي به مقاصد و هدف‌‌هاي خود، بايستي به‌گونه‌اي عمل نمايند كه ضمن حفظ محبوبيت و وجاهت خويش در سطح جامعه‌، بتوانند بدون دخالت فيزيكي و كمترين هزينه‌، به بالاترين و بيشترين بهره دست‌يابند. نيروي انتظامي ج.ا.ا نيز به‌عنوان يكي از تكيه‌گاه‌هاي اصلي نظام‌، كه براساس رسالت و وظايف تعيين‌شده در قانون، مسيول و مامور برقراري نظم و انضباط اجتماعي و ايجاد امنيت در جامعه مي‌باشد، چگونه مي‌تواند در تامين امنيت و توسعه امنيت نرم ج.ا.ا گامي موثر بردارد. هدف اصلي اين تحقيق بررسي نقش ناجا در توسعه امنيت نرم جمهوري اسلامي ايران مي‌باشد. اين امر تحقق نمي‌يابد مگر اينكه ما ابتدا به شناسايي امنيت نرم بپردازيم و سپس با نگرش به آن‌ها، سعي در شناخت ماموريت‌هاي اثربخش ناجا در ايجاد و توسعه امنيت نرم نماييم. بنابراين در ابتدا برخي از تعاريف، مفاهيم و اصطلاح‌ها از ديدگاه انديشمندان و صاحب‌نظران مربوط مطرح گرديد. در ادامه، نقش ناجا در توسعه امنيت نرم و چگونگي رابطه بين امنيت و توسعه مطرح شد. دستيابي به توسعه، بدون برخورداري از امنيت، ناممكن بوده و توسعه نيز در برقراري امنيت نقش بسزايي داشته و اين دو موضوع، مكمل هم هستند. ناجا مي‌تواند در اكثر حوزه‌هاي ماموريتي خود مانند پليس‌هاي تخصصي و برخي معاونت‌ها در سطوح مختلف استاني‌، ملي و منطقه‌اي، در توسعه امنيت نرم نقش خود را ايفا نمايد. هريك از بخش‌ها باتوجه به نوع وظيفه و ماموريتي كه بر عهده دارد، از ميزان اثربخشي و گستردگي جغرافيايي متفاوتي برخوردار است؛ كه خود اين موضوع، رفتارهاي متناسب با هر ماموريت را در توسعه امنيت نرم اقتضا مي‌كند. نتيجه نهايي در نگاه معطوف به امنيت نرم در پنج وضعيت بيان شد؛ به‌طوري كه ناجا مي‌تواند با استفاده از مشروعيت و مقبوليت، به‌عنوان مهم‌ترين اركان قدرت نرم، و ايجاد يك تعامل مطلوب با كمك سرمايه اجتماعي (مردم)، در توسعه امنيت نرم تلاش نمايد.

In the world of to day, the government and authorities of the world have very well understood that phenomenon such as war, combat, bloodshed and hardware dimensions could not be the sole solution to reach to their goals and needs. Therefore, to reach to their aims and goals, they should act in a way that while preserving their popularity and image throughout the society, they could gain the highest and the most amount of benefit without physical interference and with least cost. The police of I.R. of Iran as one of the main support of system, that according to the assigned mission and responsibilities in the law, is responsible and agent to hold social order and peace and to create security in the society, how could take effective step in providing security and extending soft security in I.R.I ? The main goal of this research is to study the role of NAJA in developing the soft security of Islamic Republic of Iran. This main would not be achieved, unless we first identify soft security and then having them in frame of mind try to understand NAJAʹs effective missions for creating and developing soft security. Therefore, we first stated some of explanations, concepts and terms from the intellectualʹs and knowledgeableʹ viewpoint. In follow, we debated the role of NAJA in developing soft security and the how of relation between security and development. Access to development, without benefiting from security, is impossible and development has also a considerable role in holding security and these two subjects are complement of each other. NAJA can in most of its mission fields like professional police and some of deputyships paly its role in developing soft security in different province, national and area level. Every section, according to the kind of responsibilities and mission has a different amount of effectiveness and geographic extension; which this subject by itself necessitates behaviors suitable with each mission in the development of soft security. The final conclusion was stated in a look inclined to soft security in five conditions; in a way that NAJA can try to develop soft security using legitimacy and acceptability as the most important columns of power and creating an ideal balance with the help of capital (people).
