تامين امنيت اجتماعي پايدار در كدامين رويكرد پليس؛ نظامي‌محوري يا جامعه‌محوري؟

Providing sustain social security in which Police approaches? military-based or social- based?

پليس به‌عنوان نيرويي اجتماعي، كاركردهايي دارد و تابع پيامدهاي ناشي از تحولات و تغييرات اجتماعي است. بنابراين امر معقول، اين است كه پليس نيز همانند ديگر نيروهاي اجتماعي با آن‌ها همگون گردد و كاركردهايش را با نيازهاي امنيتي جديد شهروندان، تسهيل نمايد. امنيت مهم‌ترين نياز شهروندان است كه همواره در معرض تهديدهاي گوناگون قرار داشته و هيچ‌گاه ثبات و دوام پايداري نداشته است. گفته شده كه هيچ چيز غير از تغيير، ثابت نيست؛ باوجود اين مديران، سرپرستان پليس و حتي نيروهاي صف (نيروهاي خط مقدم) پليس، اغلب نسبت به تغيير در هر شكلي مقاومت نشان داده و حفظ وضع موجود خود را ترجيح مي‌دهند؛ اما تغيير درحال وقوع است و همچنان روي خواهد داد. ادارات پليس مي‌توانند مقاومت كنند يا اين چالش را بپذيرند و روي منافع احتمالي آن سرمايه‌گذاري كنند (بنتز، 1995: 14). موفقيت پليس نيز متاثر از چگونگي روبه‌رو‌شدن با اين تحولات و تعامل با جامعه درجهت تامين امنيت اجتماعي پايدار است. پژوهش حاضر باتوجه به هدف‌‌هاي آن ازنظر نوع تحقيق، كاربردي و از حيث روش، توصيفي‌تحليلي است كه محقق تلاش دارد با استفاده از منابع اسنادي و كتابخانه‌اي، آن را تبيين نمايد.

Police as a social power has some functions and is subject to the outcomes resulted from social changes and developments. Therefore, wise affaire is that Police such as other social powers simulate with them and simplify its functions with citizensʹ new security needs. Security is the most important need for citizens that have always been under various threats and never has a permanent constancy and stability. It has been said that, nothing is fixed except change; however, Police managers, supervisors and even the line Police officers (front lines) often show resistance against change in every form and prefer to reserve their available situation; but change is happening and will happen in that manner. Police departments can resist or accept this challenge and invest on its probable benefits (Bentez, 1995:14). Police success is also affected by the how to confront this changes and developments and cooperation with the society in the direction of providing permanent social security. Present study according to its goals and from the viewpoint of the kind of research is applied and its method is descriptive analysis that the researcher is trying to clarify it using documentary and library sources.
