Viability Index in Urban Environments (Case Study: The Central Part of Holy City of Qom)

بهبود شرايط زندگي در محيط هاي شهري علاوه بر افزايش ميزان جذابيت آنها، بستر مناسبي را براي دستيابي به اهداف كلان توسعه پايدار فراهم مي كند. با اين وجود، رشد شتابان شهرنشيني و ديگر مسائل مرتبط با توسعه شهري، موجب شده تا بر مشكلات اين سكونتگاه ها افزوده شود. اين وضعيت نيز در بسياري از شهرهاي ايران كه با پيامدهاي رشد شتابان شهري و نبود منابع مالي و انساني كافي در فرايند مديريت دست به گريبان هستند، به خوبي قابل درك است. از اين رو، پژوهش حاضر مي كوشد تا ضمن شناسايي مشخصه هاي جوامع شهري زيست پذير، وضعيت زيست پذيري بخش مركزي شهر قم را ارزيابي كند و به اين پرسش پاسخ دهد كه اين محدوده از نظر شاخص هاي زيست پذيري چه وضعيتي دارد؟ روش اين پژوهش، از نوع توصيفي تحليلي و همچنين بررسي هاي اسنادي، پيمايشي و ميداني؛ از جمله فنون و تدابير اتخاذ شده در اين پژوهش مي باشد. براساس يافته هاي پژوهش بايد سياست هايي براي تمركززدايي فعاليت ها، تغيير در سياست هاي توسعه مبتني بر خودرو محوري، تلاش براي تثبيت ساكنان قديمي منطقه (نوسازي، افزايش كيفيت خدمات محله) و از اين قبيل موارد، اتخاذ شود تا كيفيت زندگي در اين بخش از شهر بهبود يابد.

Improvement of living conditions in urban environments not only increases their attractiveness, but it also prepares an appropriate context for achieving to major goals of sustainable development. However, rapid growth of urbanization and other related issues with urban development have caused the problems of these habitants be increased. The situation is well understood in many Iranrsquo s cities suffering from the consequences of rapid growth of urbanization and lack of adequate financial and human resources in the process of management. Thus, this research tries to identify the characteristics of viable urban societies, assess the viability of central part of Qom city, and find the situation of the city regarding viability indexes. Research method is descriptiveanalytical as well as documentary, survey, and field studies such as adopted techniques and measures in this research. According to the research findings, policies for decentralization of activities, change in development policy based on automobile, attempt to stabilize old residents of the region (renovation, improve the quality of neighborhood services), and such issues should be adopted in order to improve the quality of life in this part of the city.
