نگرش سيستمي به بودجه‌ريزي شهرداري‌‌ها در شرايط اعمال سياست‌‌هاي تعديل قيمت‌‌هاي انرژي

Systematic Approach to the Budgeting of Municipalities in Terms of Applying Adjustment Policies of Energy Prices

اجراي قانون هدفمندسازي يارانه ها، درآمد ها و هزينه هاي شهرداري را به صورت مستقيم و غيرمستقيم، تحت تأثير قرار داده و خواهد داد. بر اين اساس، مطالعه آثار طرح مذكور بر منابع درآمدي و هزينه هاي شهرداري هاي كشور با نگرش سيستمي، براي بودجه ريزي شهرداري ها اهميت بسزايي دارد. بر اساس مدل هاي داده ستانده مي توان آثار سياست هاي تعديل قيمت هاي انرژي را بر جريان درآمدي و هزينه هاي شهرداري هاي كشور، مورد ارزيابي سيستمي قرار داد. آنچه مسأله را تا حدي پيچيده مي كند تطبيق مقوله هاي هزينه هاي شهرداري هاست. افزايش قيمت حامل هاي انرژي مستقيماً از طريق افزايش درآمد هاي حاصل از عوارض مربوط به سوخت و برق، مي تواند منجر به افزايش درآمد حاصل از قانون ماليات بر ارزش افزوده براي شهرداري ها شود. به منظور برآورد تأثير اجراي مرحله اول قانون بر اين آيتم درآمدي، مصارف و قيمت حامل هاي انرژي در سال هاي قبل و بعد از هدفمندي، مورد استفاده قرار گرفت. با داشتن اطلاعات قيمت و مصرف قبل و بعد از هدفمندسازي، اين امكان فراهم شد كه افزايش ارزش ريالي مصرف حامل هاي انرژي مختلف در سال مورد نظر، محاسبه شود و سپس ميزان افزايش عوارض ناشي از هر سوخت براي تمامي شهرداري ها و دهياري هاي كشور با استفاده از رقم حاصله و نيز با اعمال نرخ هاي اخذ عوارض مربوط به شهرداري ها (مشخص شده در قانون ماليات بر ارزش افزوده) محاسبه گردد. با استفاده از مدل قيمت مبتني بر جدول داده ستانده مي توان تأثير تعديل قيمت هاي انرژي بر تورم محصولات مختلف را شبيه سازي كرد. مبتني بر تورم حاصله در كالا ها و خدمات كل اقتصاد مي توان افزايش هزينه شهرداري ها را محاسبه نمود. اين نوع شبيه سازي، مبتني بر نگرش سيستمي خواهد بود و كليه آثار مستقيم و غيرمستقيم، در آن لحاظ مي شود. بودجه ريزي شهرداري ها مبتني بر نگرش مزبور، بودجه متوازن را نتيجه خواهد داد.

Implementation of targeted subsidies law has influenced the revenue and costs of these organizations directly or indirectly. In this regard, studying the impacts of mentioned plan on revenue resources and municipalitiesrsquo costs of the country is of great importance with systematic approach in municipalitiesrsquo budgeting. The impacts of adjustment policies of energy prices on municipalitiesrsquo revenue and costs can be evaluated systematically based on inputoutput models. What complicates the issue is the adjustment of municipalitiesrsquo costs issues. Rise in the price of energy carriers may directly lead to increase in revenue from value added tax act for municipalities through increasing revenues from duties related to fuel and electricity. In order to estimate the impact of the implementation of the first stage of law on the income item, Consumption and price of energy carriers were used in the years before and after of the law. Having information about price and consumption after targeting, this makes it possible to calculate the increase of Rial value of use of different energy carriers in the year and calculate the rate of increase in duties of each fuel for all municipalities and rural municipalities in the country by using obtained figure and applying toll collection rates related to municipalities, specified in VAT act, as well. The impact of adjustment of energy prices on the inflation of different products can be stimulated by using price model based on inputoutput table. Increase in the costs of municipalities can be calculated according to obtained inflation in goods and services of the total economy. This type of stimulation will be based on systematic approach and all direct and indirect effects are considered in it. Budgeting of municipalities based on mentioned approach will result in balanced budget.
