مسئله ولايت يكي از مهم‌ترين مسائل فقهي، كلامي و سياسي انديشه اسلامي شيعه است در حقيقت پاسخ به مشكلات و مسائل جامعه اسلامي در طول تاريخ، طرح اين انديشه را ضروري كرد، با توجه به روندي كه به پيشينه‌ ولايت‌فقيه نگاه مي‌شود از دوره صفوي به اين‌طرف است كه بحث ولايت سياسي فقيه وارد عرصه مي‌شود و در قبال حكومت‌ها مطرح مي‌شود در سير اين دوره‌ها با توجه به مسائل و مشكلات كشور تا زمان امام خميني(ره)در رابطه با اينكه ولايت بر حكومت اسلامي با محوريت ولايت‌فقيه باشد در انديشه‌ عالمان بزرگ مثل آيت‌الله نائيني، نراقي شكل گرفت ولي در حد تئوري ماند و جنبه‌ عملي پيدا نكرد و در زمان آيت‌الله نائيني به صورت پوشيده به اين محور اشاره شده كه در فرآيند پژوهش به اين موارد اشاره مي‌گردد ولي در زمان علامه نائيني نيز ولايت فقيه محقق نشد. تا اين‌كه در زمان امام خميني(ره)حكومت اسلامي با حاكميت ولي‌فقيه جنبه عملي پيدا كرد، در پژوهش حاضر هدف نويسنده بر اين است كه جايگاه سياسي فقيه از منظر امام خميني(ره)و آيت‌الله نائيني با استفاده از روش توصيفي- تحليلي و با استناد به اسناد را موردبررسي قرار دهد و سؤال مطرح در پژوهش اين‌كه مباني فكري امام خميني(ره)و علامه نائيني در مورد جايگاه سياسي فقيه در دولت به چه نحوي بوده و نقاط اشتراك و افتراق آن‌ها در چيست؟
