كشورهاي مديترانه شرقي را بايد بخشي از بازيگراني دانست كه روند توسعه و پيوند با اقتصاد جهاني را براساس ضرورت‌هاي درون‌ساختاري و نقش مكمل در سياست جهاني طي نموده‌اند. اين منطقه با توجه به اهميت ژئوپليتيكي آن باعث حضور گسترده قدرت‌هاي بين المللي  و تداخل منافع آنان گرديده است. در چنين فرآيندي، ضرورت‌هاي ژئوپليتيكي با نيازهاي راهبردي كشورها ازجمله توسعه پيوند مي‌يابد. در اين مقاله تلاش مي‌شود تا رابطه بين نشانگان توسعه با مولفه‌هاي درون‌ساختاري و بين‌المللي مورد بررسي قرار گيرد. تحقق چنين فرآيندي را بايد در قالب «مدل توسعه پويا» تبيين نمود. در مدل توسعه پويا، سياستگذاري  اقتصادي و توسعه اجتماعي در مناطقي همانند مديترانه شرقي تابعي از نيازهاي درون‌ساختاري كشورها، ضرورت‌هاي ژئوپليتيكي و سازوكارهاي سياست جهاني محسوب مي‌شود. براساس چنين ويژگي‌هايي است كه بازيگران كوچك در محيط‌هاي ژئوپليتيكي فراتر از قابليت جغرافيايي خود به ايفاي نقش ساختاري در فرآيند توسعه مبادرت مي‌كنند. بنابراين مي‌توان پرسش مقاله را بر اساس رابطه بين «سياستگذاري  توسعه» (متغير وابسته) با مولفه‌هايي همانند «ضرورت‌هاي ژئوپليتيكي» و «نيازهاي درون‌ساختاري كشورها» (متغيرهاي مستقل) تبيين نمود. در اين شرايط، اين پرسش مطرح مي‌شود كه: «سياستگذاري  توسعه در مديترانه شرقي براساس چه مولفه‌هايي شكل مي‌گيرد؟» در پاسخ به اين پرسش مي‌توان فرضيه مقاله را بدين‌گونه تنظيم نمود كه: «سياستگذاري  توسعه در مديترانه شرقي براساس نيازهاي درون‌ساختاري كشورها و جايگاه ژئوپليتيكي آنان در سياست جهاني تنظيم مي‌شود.» در تنظيم اين مقاله از رهيافت «سياستگذاري  تعامل پويا» استفاده شده است. كشوري كه روندهاي امنيت‌سازي را تحت‌الشعاع ضرورت‌هاي رشد اقتصادي قرار دهد، بعد از مدتي با مشكلات اجتماعي و راهبردي روبه‌رو خواهد شد. واقعيت آن است كه چنين مشكلاتي مي‌تواند زمينه‌هاي لازم براي ايجاد چالش‌هاي نوين را به‌وجود آورد. هيچ كشوري در محيط منطقه‌اي نمي‌تواند بدون روندهاي امنيت‌سازي موقعيت خود را ارتقاء دهد. ضرورت‌هاي توسعه ايجاب مي‌كند كه واحدهاي سياسي به‌موازات برنامه‌ريزي رشد و توسعه اقتصادي به ضرورت‌هاي امنيت‌سازي توجه داشته باشند.
