سياست خارجي ايران و تركيه در آسياي مركزي (امكان سنجي روابط راهبردي دو كشور بر مبناي مدلي تطبيقي)

Turkish and Iranian Foreign Policy in Central Asia (Feasibility Study Strategic Relations between the Two Countries Based on Comparative Model)

در زمان حيات اتحاد شوروي حضور قدرت‌هاي بزرگ در آسياي مركزي به علت تسلط كمونيست ها بر بخش وسيعي از اين منطقه و عدم تمايل قدرت‌هاي بزرگ (به ويژه آمريكا) براي درگيري با ابرقدرت شرق و به رسميت شناختن حوزه نفوذ قدرت‌ها از سوي يكديگر، كم‌رنگ و اين حوزه (به جز مناطق تحت حاكميت ايران) تحت نفوذ انحصاري اتحاد شوروي قرار داشت. از اين رو ثبات نسبي در منطقه برقرار بود. اما بعد از فروپاشي اتحاد شوروي، اهميت ژئوپليتيك، ژئواستراتژيك و ژئوكالچر منطقه آسياي مركزي موجبات پويايي‌هايي در منطقه مزبور شد به گونه‌اي كه نه تنها محل رقابت قدرت‌هاي منطقه‌اي شد بلكه رقابت قدرت‌هاي خارجي در سطح منطقه اي و دودستگي آنها را جهت حمايت قدرت‌هاي كوچك تر منطقه به دنبال داشت. در اين ميان كشور هاي ايران و تركيه تحت تاثير موقعيت خاص اين منطقه‌ سياست‌هايي را در منطقه در پيش گرفتند كه در سياست خارجي آنها نمود پيدا كرد. اين مقاله در صدد است ضمن بررسي متغيرهاي تاثيرگذار بر سياست خارجي اين كشورها نسبت به منطقه، كاركردهاي دوگانه اين متغيرها در جهت همگرايي و واگرايي اين دو كشور را مورد ارزيابي قرار دهد.

Abstract Presence the great powers in Central Asia in the era of Soviet Union due to the domination of the Soviet Union on the large part of this area and the reluctance of major powers (especially in America) for the conflict with the Soviet Union and the recognition sphere of influence of the powers of each other's, inconspicuous and these areas (except areas under Persian rule) under the sole influence of the Soviet Union. Hence, there was relative stability in the region. But after the collapse of the Soviet Union, the geopolitical, geostrategic important in the Central Asia was caused dynamisms in the area. So that not only Creates the regional powers competition, even was followed foreign powers competition at the regional level and bipartisan them in the support of smaller regional powers. Also Iran and Turkey on the specific location of the area selected policies in this region that is the basis of their foreign policy in this region. This paper intends to investigate the factors influencing its foreign policy toward the region, evaluates dual functions of these variables in order to the convergence and divergence of these two countries in this area.
