هدف از اين مقاله بررسي سطح و ويژگي‌هاي تغيير صورت گرفته در سياست خارجي عربستان سعودي است. در مورد اين گزاره كه سياست خارجي عربستان شاهد تحولاتي كم‌سابقه است، اجماعي در ادبيات موضوع ديده مي‌شود، اما محوريت تغيير (چرايي وقوع)، سطح تغيير (اصول يا ابزارها) و جايگاه بازيگران اصلي (ايران و ايالات متحده) در آن، اختلافات جدي برانگيخته است. فهم سه مولف يادشده، به ويژه مولف بنيادين چرايي وقوع تغيير، چهارچوبي براي ارزيابي و دسته‌بندي بروندادهاي سياست خارجي عربستان به دست مي‌دهد. به همين دليل فرضيه‌هاي متنوعي در پاسخ به چرايي وقوع تغيير مطرح شده است. از آنجا كه پاسخ به اين پرسش براي تبيين دو مولفه ديگر (سطح تغيير و جايگاه بازيگران اصلي در آن) محوري است، نويسنده پس از پرداختن به فرضيه‌هاي موجود، اين فرضيه را مطرح مي‌كند كه تلاش براي حفظ و تحكيم جايگاه منطقه‌اي (در كوتاه و ميان‌مدت) و ارتقاي آن (در بلندمدت) در نظم متحول منطقه‌اي و بين‌المللي در كانون تحولات سياست خارجي عربستان جاي دارد. با بررسي اين فرضيه، به الگويي رسيديم كه در سه محور به سياست خارجي نوين عربستان جهت مي‌دهد: تضاد با ايران و تضعيف جايگاه منطقه‌اي آن؛ تنزل ضرورت تطابق اولويت‌هاي سعودي با رويكرد امريكا؛ و حركت در چهارچوب نهادين با هدف مشروعيت‌بخشي به سياست‌هاي عربستان و مشروعيت‌زدايي از كنش رقبا و دشمنان.

This article tries to examine the extent and characteristics of the change which has taken place in Saudi’s foreign policy. As for the proposition that Saudi foreign policy is witnessing unprecedented changes, there is a consensus in the related literature, but the importance of change, level of change and the status of main actors involved in it, have provoked serious differences. Understanding the three above factors, especially the fundamental factor of the reasons for change, provides us with a framework for evaluating and categorizing Saudi’s outputs in terms of foreign policy. For this reason, many hypotheses have been advanced for answering the question regarding the reasons for change. Since, answering this question is important for explaining the two other factors, the author puts forth the hypothesis that maing efforts for maintaining and consolidating the regional status in mid and short term of Saudi Arabia and, its enhancement in long term is of utmost importance in its foreign policy in changing regional and international order. Having studied this hypothesis, the author proposed a model which shapes Saudi’s new foreign policy in three directions: opposing Iran and undermining its regional status; declining the degree of importance of conformity between Saudi’s preferences with the U.S. approach; and proceeding within an institutionalized framework aiming at legitimizing Saudi’s policies and delegitimizing the actions of its rivals and enemies.
