حضور فزاينده روسيه در شرق درياي خزر و چالش با منافع راهبري انگليس تا پايان عصر ناصري (1313 تا 1209ق/1895 تا 1794م)

The Expansion of Russia\s Presence in the East Caspian Sea and Challenge for England\s Interests to the End of Nasser Aldan Shah\s Period (1794_1895A.D)

طي قرن نوزدهم ميلادي، سيزدهم هجري، حضور روسيه در آسياي ميانه به صورت فزاينده اي افزايش يافت. اين امر ايران را در معرض تجاوزات تازه قرار داد و به چالش روابط روس و انگليس دامن زد. آثار مختلفي كه تاكنون درباره روابط روس و انگليس نوشته شده، بيشتر به شرح رويدادهاي نظامي بسنده كرده و به اهميّت سازوكار ديپلماسي روسيه، كمتر اشاره شده است. اين تحقيق مي كوشد تحليل تازه اي از كاربَست روش هاي سياسي و نظامي روسيه، در آسياي ميانه و بازتاب هاي منطقه اي آن ارائه كند. روش تحقيق توصيفي تحليلي (Descriptive analytical) و اسنادي (method Documentar) است و استناد به منابع دست اول و معاهدات و مكاتبات تاريخي، در اولويت قرار گرفته است. همچنين نويسندگان با هدف مشخص كردن ابعاد سياست خارجي روسيه در آسياي ميانه، درصدد يافتن پاسخ اين پرسش ها هستند: روسيه چگونه توانست حاكميّت خود را بر سرزمين هاي پهناور شرق درياي خزر تحميل كند؟ ايران و انگليس در برابر توسعه طلبي آن كشور چه اقداماتي انجام دادند؟ چنين فرض مي شود كه اقدامات نظامي، تنها ابزاري نبود كه روسيه از آن استفاده مي كرد و سياستمداران آن كشور نيز، در موفقيت هاي كشور خود نقش داشته اند. نتايج اين تحقيق نيز نشان مي دهد: بازتاب رقابت هاي استعماري روس و انگليس، در جغرافياي سياسي سواحل درياي خزر، بسيار تأثيرگذار بود و روسيه از تركيب ابزارهاي موثر، مانند روابط اقتصادي، روش هاي سياسي، مطالعات ميداني، نفوذ اطلاعاتي و اقدامات نظامي استفاده و حاكميت خود را بر سراسر آسياي ميانه تثبيت كرد.

The presence of Russia remarkably increased in Central Asia in the 19th Century. This presence not only led Iran to be exposed to invasion but also created the challenges for the relations between Russia and England. The available studies, related to the relations between Russia and England, mainly discuss about the military events however, the diplomacy of Russia is scarcely targeted. This study endeavors to present a new analysis of Russias military and political policies in Central Asia with its effects. In fact, such study aims to determine precisely the foreign policy of Russia in Central Asia based on primary resources, treaties and historical correspondences with descriptive ndash analytical approach. Therefore, the main questions of such study are: How could Russia impose its sovereignty on the districts of East Caspian Sea? What were the reactions of Iran and England against Russias policies? It is assumed that the military actions of Russia had not been the sole concern of Russia and the authorities of Russia had a considerable role in Russias progress. The outcome of this research demonstrates that not only the colonial rivalries between Russia and England had effected on political geography of Caspian Seas coasts but also Russia employed effective means such as economical relations, political methods, field studies, informational influence and military actions to maintain its sovereignty on Central Asia totally.
