شهر دانش بنيان: استراتژي توسعه آينده شهر زنجان به عنوان يك شهر پايدار و خلاق

A knowledge city: Strategies for future development of Zanjan as a Sustainable and creative city

بسياري از شهرها در حال حاضر در سراسر جهان خود را به عنوان شهرهاي دانش بنيان معرفي مي كنند و سعي در جذب كسب و كار مبتني بر دانش و كاركنان مرتبط با آن دارند. ديگر شهرها مشغول طراحي استراتژي ها و برنامه هايي براي تبديل شدن به شهرهاي دانش بنيان هستند. به منظور تبديل شدن به يك شهر دانش بنيان موفق، بايد تغييراتي در الگوهاي عملكردي و فضايي شهر ايجاد شود. الزامات فضايي مستلزم تغييراتي در كالبد شهري و الزامات عملكردي مستلزم تغييراتي در عملكرد و كاربري هاي شهري است. شهر زنجان به دليل قرار گيري در مسير ارتباطي تهران تبريز اروپا ، برخوداري از شبكه هاي ارتباطي بزرگراهي، ريلي ، هوايي و واقع شدن در محدوده شعاع 120 كيلومتري تهران، وجود زيرساخت‌هاي صنعتي تجهيز شده در مقياس ملي و منطقه‌اي و توان جذب سرريزهاي صنعتي تهران، برخورداري از زمينه‌هاي مناسب فرهنگي و جاذبه‌هاي گردشگري تاريخي، طبيعي و اكوتوريسم و وجود مراكز دانشگاهي متعدد و احراز قطب علمي در رشته فيزيك و ... شرايط لازم براي جذب سرمايه گذاران بخش خصوصي و به خصوص طبقه خلاق شهري را دارد. در اين تحقيق دو الگوي كلان براي توسعه آتي شهر زنجان در نظر گرفته شده است كه پس از تشريح الگوهاي مذكور براساس روش AHP الگوها امتياز بندي شدند ودر نهايت الگوي مطلوب كلان و پس از آن الگوي توسعه آتي شهر (دانش بنيان ) ارايه شد. بررسي جامع شهر زنجان نشان داد كه اين شهر شرايط لازم را براي تبديل شدن به يك شهر دانش بنيان دارا مي باشد و بايد الزامات فضايي و كاركردي مرتبط با آن فراهم شود.

Knowledge is the most valuable asset to have an advantage in the knowledge economy. Many cities worldwide present themselves as ‘knowledge cities’ and try to attract knowledgebased businesses and knowledge workers. Other cities are busy designing strategies and plans to become a knowledge city. In order to become a successful knowledge city, it is important to know what the main formal spatial and functional spatial requirements could be. The formal spatial requirements deal with the physical elements of the city. The functional spatial requirements are the amenities and activities that take place. Because of the placement of the communication path Tehran Tabriz Europe, a communication network, highway, rail, air and being located within a radius of 120 km from Tehran, industrial infrastructure of national and regional scale and potential industrial overflows Tehran, having relevant aspects of the cultural and historical tourist attractions, natural and ecotourism and numerous academic centers and office Excellence in physics... zanjan has conditions for attracting private investors and the city's creative class. In this study, two macro patterns for future development of the city are considered. After describing the patterns, they were scored based on AHP model. Finally macro desired pattern, then the pattern of future development (knowledge base) was introduced. A comprehensive review of the city showed this city has necessary conditions of foundation of knowledge city.
