بررسي مرجع امنيت در فرآيند تصميم‌گيري‌هاي امنيتي (مطالعه موردي؛ جمهوري اسلامي ايران)

شناخت مرجع امنيت و بقاي آن، نقش اساسي در فرآيند تصميم‌گيري‌هاي امنيتي و تداوم امنيت پايدار ايفا مي‌نمايد. لذا براي تبيين مرجع امنيت و جايگاه آن، بايد مركز ثقل و كانون امنيت و تهديد را شناخته و مشخص نمود كه چه چيزي يا چه كسي بايد از تهديد مصون بماند. براي بررسي اين موضوع، از آنجايي كه دسته‌بندي‌هاي مختلفي از قبيل: امنيت عمومي، امنيت اجتماعي، امنيت فردي، امنيت داخلي و امثال آن مطرح گرديده، شناخت مرجع امنيت در هر كدام از اين دسته‌بندي‌ها، جايگاه آنها در فرآيند تصميم‌گيري‌هاي امنيتي در مكاتب مختلف، متفاوت بوده و چه بسا عدم تبيين و مرزبندي مفهومي دقيق در هر كدام از آنها، در داخل يك واحد سياسي نيز از ناهمساني و حتي در برخي ار موارد از تعارض برخوردار است. لذا جهت تبيين موضوع، با روش توصيفي- تحليلي و استفاده از منابع اسنادي، ابتدا به تبيين مرجع امنيت عمومي، اجتماعي، فردي و داخلي پرداخته و سپس با بررسي نظريات مربوط به مرجع امنيت در رويكردهاي مختلف به تبيين جايگاه فرد، جامعه، رژيم، دولت و جامعه جهاني به عنوان مرجع امنيت پرداخته و پس از آن با تبيين فرآيند تصميم‌گيري‌هاي امنيتي و انواع تصميم‌گيري‌ها و جايگاه مرجع امنيت در اين فرآيند اشاره گرديده و نهايتاً مرجع امنيت در فرآيند تصميم‌گيري‌هاي امنيتي در جمهوري اسلامي ايران مورد تجزيه و تحليل قرار گرفته است.

Recognition the security authority and its survival, plays essential role insecurity decision-making process and the continuity lasting security .So, for explaining security authority and its place should be known the center of gravity and center of security and threat and determine what or who should be remained from the threat. To examine this issue, since different categories such as: public safety, social security, personal security, internal security and the like them have been proposed, recognition the security authority in each of these categories, the ir position in security decision-making process in different schools, has been different Perhaps the lack of explanations and detailed conceptual boundaries in each of them, with in a political un it of the dissonance and even in some cases has been the conflict .Therefore , for clarifying the issue, with a descriptive - analytical method and using documentary sources, first explaining the public security authority, social, personal and internal, will be paid. Then with studying theories connecting to security authority in the different approaches will explain individual position ,community, government, state and the international community as the security authority and after that with explaining the security decision-making process and various decisions place of security authority in this process will be pointed and ultimately the security authority in the decision-making process in Islamic Republic of Iran has been analyzed and studied.
