بررسي عوامل موثر بر ‌اجراي صحيح سلامت اداري با محوريت نظارت و بازرسي در ناجا

Evaluation of the factors affecting the proper implementation of administrative virtue focusing on the supervision and inspection of the police organization

يكي از ضروريات سلامت اداري در ناجا، نظارت دقيق از سوي بازرسي ناجا به منظور ايجاد احساس امنيت رواني و نهادينه كردن برخورد صحيح كاركنان با مراجعين و شهروندان است. اين احساس امنيت رواني و برخورد صحيح بايد در چهار مولفه فرآيندي، رفتاري، ساختاري و محيطي نمو داشته باشد. هدف اين مقاله بررسي اجراي صحيح دستورالعمل سلامت اداري با محوريت نظارت و بازرسي، به عنوان عامل مهمِ استقرار سلامت اداري در ناجا بود. در همين راستا راهكارهاي محوري اين تحقيق چشم‌اندازهاي مختلف ارزيابي سلامت اداري را در نظر گرفته و از طريق برقراري ارتباط بين اين چشم‌اندازها با عوامل مطرح شده، ايده هاي مناسب را به منظور اثرگذاري آنها در سازمان ناجا ارايه داد. نتايج اين تحقيق نشان داد كه سلامت اداري با محوريت نظارت و بازرسي توانست اصولي كه به آن اشاره شد را به ارزش تبديل كند.

One of the essentials of administrative virtue in the police organization is precise inspection by the police inspection unit to have a psychological sense of safety and to institutionalize the proper treatment of clients. This psychological sense of safety and proper treatment of clients can have functional, behavioral, structural and environmental components. This paperʹs objective is to analyze the proper implementation of administrative virtue guidelines focusing on the role of its key factors based on monitoring by the inspection and surveillance sector of police, and demonstrate the degree of the inspection and surveillance sector’s effect on the key factors and the police administrative virtue. This work used various perspectives on the evaluation of administrative virtue and through establishing relationship between these perspectives and the factors suggests an overall solution suitable for the police. The results indicated that administrative virtue with a focus on the inspections could convert the principles that have been mentioned to the values.
