امروزه مقابله با تروريسم يكي از دغدغه‌هاي اصلي جامعۀ جهاني است. ازاين‌رو راهكارهاي مختلف سياسي، نظامي و حقوقي در اين زمينه طراحي و اجرا مي‌شود. يكي از راهكارهاي مورد توجه كه در اسناد بين‌المللي نمود زيادي پيدا كرده، مقابله با تأمين مالي تروريسم است. در بيشتر اسناد بين‌المللي اين عنوان همراه با پول‌شويي مورد بحث قرار مي‌گيرد، چراكه به اعتقاد صاحب‌نظران شباهت زيادي بين اين دو عنوان وجود دارد. اين رويكرد تا زماني‌كه عمده منابع مالي از طريق حمايت‌هاي مالي ثروتمندان و دولت‌ها تأمين مي‌شد، كارامد بود، ولي امروزه با تحولات رخ‌داده در گروه‌هاي تروريستي نمي‌توان صرفاً با تدابير اتخاذشده در پول‌شويي به جنگ منابع مالي تروريست‌ها رفت. گروه‌هاي تروريستي امروزه بيشتر منابع مالي خود را از سرزمين‌هاي تحت اشغال، تجارت و ارتكاب جرايم سازمان‌يافته به‌دست مي‌آورند. به‌عبارتي مي‌توان گفت امروزه جهان با اقتصاد تروريسم مواجه است. بر اين اساس براي طراحي نظام كارامد مقابله با تأمين مالي تروريسم بايد علاوه‌بر استفاده از تدابير مقابله با پول‌شويي به تدابير توصيه‌شده در اسناد مربوط به جنايات سازمان‌يافته نيز توجه كرد. مقابله با تأمين مالي تروريسم بخشي از تلاش جامع‌تري است كه در جامعۀ جهاني براي مقابله با تروريسم صورت مي‌پذيرد. بر اين اساس جرم‌انگاري تأمين مالي تروريسم در ايران بدون ايجاد سازوكارهاي ديگر حقوقي مقابله با تروريسم راه‌حل مناسبي براي مقابله با اين پديده نيست. اين مقاله علاوه‌بر تحليلي مبني بر تغيير الگوي تأمين مالي تروريسم، سياست كارامد در اين حوزه را نيز بررسي مي‌كند.
