بررسي نقش اجتماعي ، سياسي و روانشناختي تعامل پليس و ساير دستگاه هاي اجرايي در كاهش جرايم(مطالعه موردي استان كهگيلويه و بويراحمد)

A Study into the social, political and psychological role of interaction between the police and other executive agencies in reducing criminality (Case Study of Kohgiluyeh& Boyer-Ahmad)

دستگاه قضا و نيروي انتظامي به‌عنوان دو نهاد موثر در حفظ و ارتقاي امنيت اجتماعي در جامعه محسوب مي‌شوند كه تعامل اين دو نهاد نقش موثري در كاهش جرايم خواهد داشت. دستگاه قضا و نيروي انتظامي به‌عنوان دو نهاد موثر در حفظ و ارتقاي امنيت اجتماعي هستند، هر چه اين تعامل و همكاري بيشتر و حلقه ارتباط اين دو دستگاه به هم نزديك‌تر باشد، درصد وقوع جرايم در جامعه كاهش خواهد يافت. مادامي‌كه همكاري و نشست‌هاي مكرر اين دو دستگاه استمرار داشته باشد، برخورد با مجرمان به‌موقع و تاثيرگذارتر خواهد بود و اجراي قانون نيز مسير منطقي خود را خواهد پيمود و به‌ اين‌ ترتيب رضايت شهروندان حاصل مي‌شود. همكاري مستمر پليس و دستگاه قضايي را مي توان دو اهرم قدرتمند حاكميت در حفظ امنيت موثر دانست ، استمرار اين همكاري باعث ارتقاي احساس امنيت در جامعه و موجب سلب آسايش بزهكاران و مجرمان خواهد شد. گسترش تعامل تنگاتنگ پليس با دستگاه قضايي ، برقراري امنيت پايدار در جاي‌جاي جامعه طلب مي‌كند كه مشكلات فرارو شناسايي و رفع شوند. ملاك عمل پليس و دستگاه قضايي را رعايت قانون ميشود دانست؛احساس امنيت و اعتماد مردم به پليس مهم‌تر از امنيت است و نبايد از احساس امنيت و اعتماد مردم در جامعه غافل شد. نيروي انتظامي و دستگاه قضايي نقش مهمي در راستاي پيشگيري از جرم و نهادينه كردن امنيت در جامعه دارند، نيل به‌سوي امنيت پايدار در سايه توجه به مولفه‌هاي اجتماعي، سياسي ،... و فعال‌سازي تعاملات با ساير سازمان‌ها به‌ويژه دستگاه قضايي ميسر مي‌شود.

The judiciary and law enforcement agencies are considered as two effective institutions in promoting social security in the society. The interaction between the two could help with the dramatic reduction in criminality. The closer the interaction between two, the more reduction in crime rate. As long as the cooperation and the interaction between the two agencies continue, prosecuting criminals will be both timely and effective. Thus, law enforcement will take the necessary course, which could lead to people’s satisfaction. The close cooperation between the police and the judiciary is a very important tool which authorities could use to ensure security. Continuation of this interaction could help promote the feeling of security by the citizens and insecurity by criminals. To accomplish this, it is necessary to gain insights into the relevant problems. Observing the law is the acid test of the police force and the judiciary. The feeling of security on the part of people and their trust in police are even more important than the mere feeling of security. So it is necessary to pay due attention to people’s feeling of security and trust. Police force and the judiciary system play a very important role in preventing crime and in inculcating security in the society. Achieving sustainable security requires due attention to social, political and other components and the activation of interaction with other organizations, especially the judiciary.
