تحليلي بر عملكرد و مشاركت دهياران در توسعه اجتماعي وكالبدي نواحي روستايي شهرستان گرگان (مورد: دهستان استرآباد شمالي)

دهياري از نهادهاي جديد در توسعه روستايي است كه در دههي اخير جهت اداره و مديريت توسعه روستايي ايجاد شده است. اگر توسعه بر مبنا نياز مردم انجام شود، مناسبتر و صحيحتر خواهد بود كه اين كار درسطح محلي توسط دهياري ها انجام گرديد. از اين رو دهيار به عنوان نماينده دولت در روستاها و نهادهاي مردمي و محلي نقش بسزايي در حل و فصل مشكلات و مسايل روستاييان به دولت بر عهده دارد هدف تحقيق حاضر كه در دهستان استرآباد شمالي شهرستان گرگان صورت گرفته است، بررسي ميزان تأثير مشاركت و عملكرد دهياران در توسعه اجتماعي و كالبدي روستاها است. براي رسيدن به اين هدف از روش تحقيق توصيفي تحليلي استفاده شده است. جامعه آماري اين تحقيق شامل 4 روستاي داراي دهياري فعال در اين دهستان با 595 خانوار است كه براساس فرمول كوكران، حجم نمونه 210 نفر انتخاب شده است. ابزار تحقيق، پرسش نامه بوده كه روايي آن براساس نظر گروهي از متخصصان تأييد گرديد، و براي تعيين ميزان پايايي مقياس اصلي پرسش نامه از ضريب آلفاي كرونباخ به ميزان (0.86) استفاده گرديد. داده ها با استفاده از نرم افزار SPSSتجزيه و تحليل شدند. در تحليل داده ها براي بررسي رابطه معني دار بودن بين عملكرد دهياران و توسعه اجتماعي و فرهنگي و كالبدي روستاها از آزمون تي تك نمونه اي و تي زوجي استفاده گرديد. و براي تعيين رتبه توسعه روستاها را در زمينه هاي اجتماعي و كالبدي در قبل و بعد از مشاركت و عملكرد دهياران از آزمون فريدمن استفاده شده است. نتايج تحقيق نشان مي دهند كه ميزان توسعه روستاها در زمينه هاي اجتماعي و كالبدي بعد از مشاركت و عملكرد دهياران بيش از حد متوسط است. و همچنين در هر دو شاخص اجتماعي و كالبدي زيست محيطي توسعه روستاها با مشاركت دهياران در روستاها رابطه معني داري در سطح 99 درصد دارد. و مؤلفه هاي كالبدي زيست محيطي بعد از مشاركت دهياران با ميانگين 5.12 بيشترين رتبه را درتوسعه روستاها از مشاركت و عملكرد دهياران را به خود اختصاص داده است.

Dhyary of new institutions in rural development in the last decades has created the Office of Management and Rural Development. If the development is done based on the needs of the people, would be more appropriate and correct that the local level is done by Dhyary. However Dhyary as government representative in the villages and local people and institutions play an important role in resolving the problems of the rural population . The purpose of this study in rural district of northern Astarābād of Gorgancitywas to examine the influence of dhyaran's partnership & operation in the social development & Skeletal of villages To achieve this objective, descriptive analytical study is used. The study population consisted of four villages with active Dhyary in the district with 595 Family on the basis of the Cochran formula, 210 samples were selected. Research tool,was a questionnaire that its validity was confirmed by the group of experts and for determining the reliability measure of Cronbach's alpha coefficient of the questionnaire (86/0) was used. Data were analyzed using spss software. In analyzing the data to examine the relationship between the significant Dhyary's operation and social and cultural development & physical rurals was used singlesample ttest and ttest voice. And to determine the level of development rurals in the fields of social and physical before and after Partnership & Operation of dhyaran  the Friedman test was used. The results of study show the level of development rurals in the fields of social and physical after Partnership & Operation of dhyaran is over. In both indicators, as well as social and physicalbiological ‌ environment, rural development, with the participation of Dhyary has significant relation at the level of 99 percent. The indicators of physical biological ‌ environment after Partnership of  dhyaranappropriated averaging  5/12 the highest rated at the Development of  Partnership & Operation dhyaran.
