ارزيابي اثرات اجراي طرح هادي بر توسعه كالبدي سكونتگاه هاي روستايي بخش مركزي شهرستان رشت

Assessment of Effects of Implementation of Guiding Plan on Physical Development in the Central District Villages of Rasht Township

امروزه طرح هادي روستايي مهمترين ابزار مديريت توسعه روستايي در ايران است كه عمدتاً جنبه هاي كالبدي روستاها را بيشتر از جنبه هاي اقتصادي، اجتماعي و فرهنگي مورد توجه قرار مي دهد به طوريكه بخش عمده قابل اجرا اين طرح ها نيز جنبه كالبدي دارد. ساختار كالبدي روستاها كه در طول زمان و بنا بر مقتضيات گوناگون اقتصادي، اجتماعي و فرهنگي شكل گرفته اند با اجراي طرح هادي روستايي و احداث ساخت و سازهاي جديد، خانه هاي بادوام، تعريض معابر ، ايجاد پارك و فضاي سبز، ايجاد كاربري هاي مورد نياز از قبيل آموزشي، درماني، نظامي و انتظامي و ... متحول شده و سبب رونق نسبي و افزايش حس امنيت در روستاييان مي گردد. هدف از اين مطالعه بررسي اثرات طرح هاي هادي روستايي بر توسعه كالبدي روستاها مي باشد. روش پژوهش توصيفي تحليلي است و براي گردآوري اطلاعات از روش هاي ميداني و اسنادي استفاده شده و بر اساس آن و با توجه به جامعه آماري (8251 نفر)، حجم نمونه بر اساس فرمول شارپ كوكران 368 نفر بوده است كه به روش نمونه گيري تصادفي در بين روستاهاي مورد مطالعه توزيع شده است. يافته هاي پژوهش نشان مي دهد بيشترين اثر گذاري طرح هاي هادي بر نظارت بر نحوه ساخت و ساز و بهسازي و مقاوم سازي مساكن روستايي (متغير مسكن) و سپس بر تسهيل عبور و مرور در معابر روستايي (متغير معابر) بوده و در ساير متغيرها، بهداشت محيط و كاربري اراضي توفيق چنداني حاصل نشده و تنها عملكرد مطلوبي در جمع آوري زباله و نحوه توزيع و مكانيابي مناسب خدمات ديده مي شود. به طور كل مي توان گفت طرح هادي بر توسعه كالبدي روستا مؤثر بوده ولي ميزان اين تأثير در ابعاد و مكان هاي مختلف، متفاوت است و اين نشانگر ضعف اين طرح در مرحله تهيه و يا اجرا مي باشد كه البته تخصيص اعتبارات كافي، جلب رضايت و در نتيجه مشاركت روستاييان، گسترش فرهنگ روستا و روستانشيني، حفظ كاربري اراضي به خصوص اراضي كشاورزي، رعايت اصول ساخت مسكن، رعايت ضوابط و حرايم مربوط به راههاي موجود روستا، حفظ محيط زيست روستا جهت افزايش ميزان تأثير گذاري پيشنهاد مي گردد.

Today's Rural Plainsawn important tool in the management of rural development which mainly will be considered physical aspects of rural more than economic, social and cultural aspect so much applicable part of this project is the physical aspect. Physical structure of villages that have evolved over time and the various requirements of economic, social and cultural changed with the implementation of the Rural guiding plan and building new construction, sustainable homes, widening of streets, parks and green space, make required functions such as education, medical, military,... and cause relative prosperity and increased sense of security in the village. The purpose of this study is reviewed the effects of rural guiding plan on the physical development of villages. The research method is descriptiveanalytical and to collect information used athletics and documents methods and based on that and according to the statistical society (n = 8415), the sample size was based on a formula Sharp Cochrane have been 368 people which is randomly distributed in the villages studied. The findings show that maximum impact of guiding plan has been on the supervision of construction and reform and retrofitting rural housing (housing variables) and then facilitate the passage in rural places (roads variables) and the other variables, environmental health and land use not achieved much success and only seen good performance in garbage collection and proper distribution and localization services. In general it can be said guiding plan was effective on Villages physical development but the extent of this impact is different on aspects and different locations, and this is a sign of weakness in preparation or implementation of this plan. The course is recommended allocate sufficient funds ,satisfaction , thereby participation the villagers, development of rural culture ,preservation of land use especially agricultural land, housing principles ,observance terms and privacy policy of village existing roads, village environmental protection to increase the amount of influence.
