ارزيابي ميزان تحقق پذيري كاربري اراضي در اجراي طرح هادي روستايي (مطالعه موردي: شهرستان زنجان)

طرح هادی روستایی به منظور ساماندهی كالبدی و عملكردی روستا با ملاحظات پراكنش معنادار كاربری ها براساس نیازها، محدودیتها و توانمندی های روستا انجام می گیرد. یكی از اهداف اساسی این طرح، برنامه ریزی كاربری زمین در سطح روستا است. بنابراین، ضمن تاكید بر ضرورت ارزیابی طرح هادی، پرداختن به سطح عملكرد این طرح در برنامه ریزی كاربری اراضی روستایی تاثیر بسزایی در آینده توسعه كالبدی روستاهای كشور دارد. پژوهش حاضر با روش توصیفی-تحلیلی، و با هدف ارزیابی عملكرد طرح هادی روستایی در برنامه ریزی كاربری اراضی، و میزان تحقق كاربری های پیشنهادی در روستاهای مورد نظر صورت گرفته است. برای گردآوری داده ها از مطالعات میدانی و كتابخانه ای بهره گرفته شده است. جامعه آماری شامل 24روستا در شهرستان زنجان است. جمعیت روستاهای منتخب 6757 نفر است. با استفاده از جدول مورگان، 364 نفر به عنوان نمونه آماری انتخاب شدند. برای تحلیل داده ها از جدول آمار توصیفی، آزمون نیكوئی برازش، مدل رگرسیونی پروبیت، و شبكه عصبی GMDH با كمك نرم افزار های Excel، R، SPSS، و Matlab استفاده شده است. بر اساس یافته های تحقیق در آزمون پروبیت، «كاربری مسكونی» 3496/0 و «شبكه معابر» 3461/0 با سرانه كاربری استاندارد انطباق دارد. همچنین، طبق نتایج آزمون نیكوئی برازش بیشترین میزان رضایت از شاخصهای «كاربری مسكونی» 7/87 و «كاربری فرهنگی و مذهبی» 763/83 است. و براساس تحلیل شبكه عصبی نیز شاخص «كاربری شبكه معابر» 1023/0 و «كاربری مسكونی» 1296/0 بیش از سایر شاخصها بهبود پیدا كرده است. بنابراین، برای اجرای بهینه طرح هادی و تحقق اهداف آن باید به مقوله كاربری اراضی روستا و اعمال سیستم نظارتی مناسب برای تحقق كاربریهای مختلف توجه جدی مبذول گردد. بدیهی است، مشاركت مردم روستا در مراحل مختلف طرح و افزایش نظارت و كنترل سازمانی بر شركتهای پیمانكار در مراحل تهیه و اجرای طرح مذكور ضروری می باشد.

Using Morgan table, 364 person were selected as simple. Data analyzed by descriptive statistics, goodness of fit tests, probit regression model, GMDH neural network was performed. And The software Excel, R, SPSS, and Matlab was used. Based on the results in the probit testingfrom among different applications, "residential User" 0.3496 "street network" 0.3461 with percapita standard user compliance has. Also, according to the goodness of fit test results are most satisfactory from indicator of "residential User" 87.7 and "cultural and religious User" 83.763. And Based on the analysis of neural network index "Passages street network User» 0.1023 and "residential User" 0.1296 has improved over the other indices. Therefore, for run optimally plan Guide, and realization of its objectives, the issue of land area and the creation of a monitoring system for realization of different applications to be attention. Obviously, the participation of people in various stages of plan and increase organizational control and supervision over contracting companies in production stages and implementing the plan seems necessary.
