پيوستگي دين و دولت در حكومت صفويه (1135-907 ق.)، سبب شده است تعامل دو نهاد ديني و سياسي و چگونگي آن از مسائل مهم پژوهش در دوره صفويه باشد. هر مقطع از دوره صفويه به دليل تغييرات سياسي و اجتماعي و چگونگي عملكرد شاهان، اين تعامل از ويژگي خاصي برخوردار است. دوره شاه صفي كه از نظر سياسي آغاز دوره افول صفويه است، مساله تعامل دين و سياست در آن وضع خاصي دارد. در اين بررسي با تامل در آثار به جا مانده از علي نقي كمره اي، تبيين اين رابطه مد نظر است. كمره اي از عالمان متوسطي است كه تجربه مناصب مذهبي را دارد، در عين حال با نگرش انتقادي از شرايط حاكم در كليت نهاد سياسي و مذهبي، به ويژه رابطه شاه با عالمان ديني سخن مي‌گويد. محور ديدگاه كمره اي، حكايت از وجود تنش در اين رابطه است و همين نكته، يعني چرايي اين تنش و چگونگي آن از خلال آثار كمره‌اي مبناي اين بررسي است.
