ارزيابي برنامه‌هاي توسعه جمهوري اسلامي ايران از منظر بازنمايي و كاربست نظريه‌هاي رفاه و عدالت اجتماعي (با تأكيد بر برنامه پنجم توسعه)

Evaluation of development plans of the Islamic Republic of Iran from the perspective of representation and application of Welfare and social justice Theories (With emphasis on the Fifth Development Plan)

گزينش نظريه‌اي مناسب در حوزۀ تأمين عدالت و رفاه براي برنامه‌هاي توسعه‌اي، يكي از پيش‌‌شرط‌هاي ضروري براي تأمين مشاركت فعال مردم در اجراي برنامه‌ها و اساسي‌ترين تمهيد براي زمينه‌سازي تحقق موفقيت‌آميز برنامه است. در اين پژوهش، ضمن مرور برنامه‌هاي توسعۀ جمهوري اسلامي ايران، به‌‌دليل اينكه برنامۀ پنجم توسعه، عصارۀ همۀ برنامه‌هاي پيشين از حيث تأمين عدالت و بهبود كيفيت زندگي است، با استفاده از تكنيك تحليل محتوا، از باب كاربست مفاهيم عدالت و رفاه اجتماعي تحليل و ارزيابي مي‌‌شود. همچنين با توجه به دستاورد برنامه‌هاي توسعه و با استفاده از داده‌هاي جهاني و داخلي، به بررسي جايگاه ايران در جهان از لحاظ شاخص‌هاي رفاه سن، توسعه انساني و لگاتوم پرداخته مي‌‌شود. مطالعۀ حاضر نشان مي‌دهد با اينكه بخش‌هايي از برنامه‌هاي توسعه، هماهنگي‌هايي با برخي نظريه‌ها يا برخي دلالت‌هاي نظري موجود در حوزۀ عدالت اجتماعي دارد، ارزيابي سياستگذاري‌هاي رفاه در برنامه‌هاي توسعه و به‌‌طور مشخص برنامۀ پنجم، مبين نبود نگرش سنجيده و هدفمند در زمينۀ تأمين عدالت رفاهي در مقياس عمومي كشور است. با توجه به نگاه محيطي، موقعيتي و قابليت‌‌محور آمارتياسن و با نگاه چندبعدي والزر به عدالت مي‌توان نبود نظريه عدالت اجتماعي مدون، منسجم و قابل‌اجرا در حوزۀ نظريه‌هاي ايراني اسلامي را ترميم كرد.

One of the necessary preconditions to provide people's active participation in performance of development plans and the most basic of preparation to pave the way for the successful implementation of the plan is selection of appropriate theory in the field of justice and welfare for this plans. In this research, while reviewing development plans of the Islamic Republic of Iran, because the Fifth Development Plan is an extract of all previous plans in terms of justice and improvement of life quality, this plan by using content analysis technique, from aspect the application of the concepts of justice and social welfare is analyzed and evaluated. Also according to the achievement of development plans and using the global and domestic data, Iran's position in the world in terms of welfare indicator of Sen, the Human Development Index (HDI) and the Legatum Prosperity Index is assessed. This study shows although there are harmonies between sections of development plans and justice theory or theorical implications of social justice field, evaluation of welfare policies in development plans and specifically the Fifth development plan shows that there is not thoughtout and targeted attitude about providing welfare justice in country public scale. Attention to environmental, positional and capabilitybased attitude of Amartya Sen and multidimensional attitude of Waltzer can restore lack of social justice theory of written, coherent and executable in IranianIslamic theories field.
