بنيه توليد ملي؛ بررسي انتقادي برنامه‌هاي توسعه و عملكرد اقتصادي

Power of National Production: A Critical Study of Developmental Programs and Economic performance

هدف اين مقاله، تأكيد بر اين واقعيت است كه كانون اصلي و وجه مشترك تحقق اهداف توسعۀ انساني، توسعه پايدار، ايجاد عدالت اجتماعي و افزايش توان رقابت و مقاومت اقتصاد ملي، ارتقاي بنيۀ توليد ملي است. براي تحقق اين هدف، به روش توصيفي تحليلي و با مبناقرار‌دادن دستگاه نظري نهادگرايي، وجوه روش‌شناختي و تجربي اين مسئله برجسته مي‌‌شود. به اين منظور، با محوريت ايدۀ صنعتي‌‌شدن به‌مثابۀ كانون اصلي ارتقاي بنيۀ توليد ملي، تجربه تاريخي كشورمان از كانال برنامه‌هاي توسعه قبل و بعد از انقلاب اسلامي بررسي مي‌‌شود. مطابق يافته‌ها، به‌دليل نبود نگرش راهبردي در اين زمينه و غفلت‌ها و خطاهاي حيرت‌انگيز در دورۀ نزديك به هفتاد سال گذشتۀ تاريخ برنامه‌ريزي توسعه، تخصيص منابع ارزي و ريالي هنگفت، به‌هيچ‌وجه با دستاوردهاي مورد انتظار تناسب نداشته است؛ ضمن آنكه انبوهي از ناموزوني‌ها و ناهماهنگي‌ها و مشكلات كوچك و بزرگ، چشم‌انداز توسعۀ ملي را با چالش مواجه ساخته است. راه‌حل پيشنهادي به‌‌طوركلي، نگرش به بنيۀ توليد ملي با رويكردي فرارشته‌اي و به‌مثابه يك نظام حيات جمعي است.

This paper aims to signalize the substantial fact that the major focus and the joint aspect to fulfill the purposes of human development, sustainable development, social justice, competitive power and resilience of national economy is to promote the power of national production. To fulfill this purpose, we used institutional theoretical system for presenting the analysis and signalized the methodological and empirical aspects of this issue with the descriptiveanalytical method. Hence, with concentration on industrialization as the main focus of promotion of the national production, we survey the historical experience of our country through the development plans in before and after the Islamic revolution. The findings of this study demonstrate that because of the shortage of strategic insight in this area and unbelievable neglects and errors in the period of the last 70 years, the history of development planning shows us that despite of enormous money sources specification, the expected achievements could not be reached at all. Also a lot of inconsistencies and problems endangered the view of national development. The suggested solution is to consider the national production power with interdisciplinary approach and as a system of the whole social life.
