جهاني‌شدن اقتصاد و ثبات رژيم‌هاي سياسي در خاورميانه عربي

Economic Globalization and the Stability in the Arab Middle East

از نمودهاي بارز جهاني‌شدن، جهاني‌شدن اقتصاد است كه بر پايه همبستگي بيش‌ازپيش اقتصادي و ادغام اقتصادهاي ملي در اقتصاد جهاني اجرا مي‌شود. يكپارچگي بازارهاي سرمايه، اقتصادها را در سطح جهاني با هم ادغام مي‌كند و در عمل نقش دولت‌ها را در كنترل امور مالي خويش كاهش مي‌دهد. فارغ از اينكه جهاني‌شدن چگونه در خاورميانه درك مي‌شود، در طي چند دهه اخير عملكرد منطقه خاورميانه و شمال افريقا در مقايسه با مناطق ديگر در جهاني‌شدن رضايت‌بخش نبوده است و اين منطقه يكي از جهاني نشده‌ترين مناطق در جهان باقي‌مانده است. از ديگر سو، در ادبيات جهاني‌شدن در خصوص رابطه ميان جهاني‌شدن و ثبات سياسي اين ديدگاه وجود دارد كه جهاني‌شدن اقتصاد از طريق تغيير سريع سياست‌گذاري‌هاي اقتصادي، ثبات سياسي را در كشورهاي درحال‌توسعه به خطر مي‌اندازد. با توجه به اين امر، مقاله حاضر به دنبال بررسي رابطه ميان جهاني‌شدن اقتصاد و فروپاشي برخي از رژيم‌هاي سياسي در طي انقلاب‌هاي موسوم به بهار عربي است. براي پاسخگويي به اين مسيله كه چه رابطه‌اي ميان جهاني‌شدن اقتصاد و ثبات سياسي در خاورميانه عربي وجود دارد، نوشتار حاضر با بررسي شرايط متفاوت سياسي و اقتصادي پادشاهي‌ها و جمهوري‌هاي عربي، به اين نتيجه مي‌رسد كه پادشاهي‌هاي عربي عملكرد نسبتاً مناسب‌تري را در پروسه جهاني‌شدن در مقايسه با جمهوري‌هاي عربي داشتند و موفق به حفظ ثبات سياسي خود در عصر جهاني‌شدن گرديدند.

One of the most prominent aspects of Globalization is the globalization of economy which is formed based on increasing economic interdependence and the integration of national economies into the global economy. The integration of capital markets merges economies at the global level and practically reduces the role of states in controlling their own financial affairs, irrespective of how globalization is conceived in the Middle East, the Middle East and North Africa compared to other regions have experienced a much lower degree of globalization in recent decades, and are considered among the least globalized regions throughout the world. On the other hand, there is a view in the literature of globalization regarding relationship between globalization and political stability that the globalization of economy through rapid changes in economic policies endangers political stability in developing countries. Given this fact, this article tries to study relationship between the globalization of economy and the collapse of some political regimes during revolutions called “Arab Spring”. To answer the question that what is the relationship between the globalization of economy and political stability in the Arab Middle East, this article studies different political and economic situations of Arab monarchies and republic \s and concludes that Arab monarchies which functioned better in engaging in the process of globalization in comparison to Arab republics, could manage to preserve their political stability in the era of globalization.
