بررسي و شناسايي مشكلات تدوين لايحۀ تفريغ بودجه

Review and Identify Problems of Compiling the Budget Settlement Report

براساس اصل 55 قانون اساسي جمهوري اسلامي ايران، ضروري است ديوان محاسبات كشور به‌منظور حسن اجراي نظارت و كنترل فعاليت‏هاي مالي دولت، «گزارش تفريغ بودجه» تهيه كند. بررسي به‌عمل‌آمده نشان مي‌دهد طي 105 سال بودجه‏ريزي قانوني در كشور ايران، قوۀ مجريه نتوانسته است لايحۀ تفريغ بودجه را به‌موقع تهيه، تنظيم و تقديم ديوان محاسبات عمومي و قوۀ مقننه كند. در پژوهش حاضر قصد داريم مشكلات تدوين اين لايحه را بررسي كنيم. تحقيق حاضر با استفاده از روش تحليل محتواي مصاحبه‌هاي نيمه‌ساختار‌يافته با متخصصان و خبرگان حوزۀ حسابداري و بودجه در ايران صورت گرفته است. عوامل يادشده به‌ترتيب فراواني از موضوع لايحه و قانون بودجه، مسائل دستگاه‏هاي اجرايي، مفهوم تفريغ بودجه، مسائل قانوني، مشكلات حسابداري دولتي، مسائل موجود در ديوان محاسبات، چالش‏ها و مفاهيم رفتاري و محيطي و مسئلۀ تحقيق و تخصص، ريشه گرفته‎اند.

According to Article 55 of Islamic Republic of Iran`s constitution, preparing "the budget settlement report" by the Supreme Audit Court in order to enforce the monitoring and control of the financial activities of the government is essential.. Studies have shown that during the 105 years of legal budgeting in Iran, the executive branch has not been able to prepare the settlement of budget bill on time to offer to the supreme audit court the legislative branch. In this study, we are going to identify the codification problems of the budget settlement report. This study, using semistructured interviews, contents analysis by specialists and experts in the field of accounting and budgeting in Iran. Many factors, respectively, related to the budget bill and the law of budgeting; executive issues, the concept of settlement funds; regulatory issues; governmental accounting problems; problems in the Court, challenges and behavioral and environmental concepts and issues are research and expertise
