The Impact of Communication and Information Technology on the Evolution of the concept of Power

قدرت به‌عنوان يكي از مفاهيم مهم دانش روابط بين‌الملل عمري به قدمت زندگي مدني بشر دارد. اين متغير مهم تحت تأثير عوامل مختلف به‌خصوص فناوري‌‌‌هاي نوين اطلاعاتي و شبكه‌‌‌هاي اجتماعي بعد از جنگ سرد با تحولاتي روبه‌رو شده است. يكي از اصلي‌ترين تحولات در اين راستا، تغيير ابعاد مفهوم قدرت از حالت سخت‌افزاري به نرم‌افزاري است كه ديگر اجزاي مختلف قدرت را نيز تحت تأثير قرار داده است. بر همين اساس سؤالي كه محور اصلي اين پژوهش را شكل مي‌دهد اين است كه چگونه فناوري اطلاعات بر مفهوم قدرت تأثير گذاشته است. لذا هدف اصلي اين نوشتار ارتباط منطقي ميان فناوري نوين اطلاعاتي و مفهوم قدرت در دنياي امروز است. يافته‌‌‌هاي اين پژوهش حاكي از آن است كه در پرتو فضاي مجازي كه در نتيجه فناوري‌‌هاي نوين اطلاعاتي به وجود آمده است، مفهوم قدرت ابعاد وسيع‌تري پيدا كرده است كه در اين ميان بعد فرهنگي و نرم‌افزاري آن تبديل به مسئله محوري روابط بين‌الملل گشته است. در همين راستا لازم به ذكر است كه با هنجاري و اجتماعي شدن مفهوم قدرت، بازيگران و مرز‌‌هاي جغرافيايي قدرت، منابع قدرت و گروه‌هاي هدف آن تحت تأثير قرارگرفته‌اند.

Power as one of the main concepts of international relation science has a history as old as civilized humanity. This significant concept has evolved in the aftermath of the Cold War under the impact of different factors, especially modern information technologies and social networks. One substantial development is the transformation of hard power to soft power. The worldwide changes in information has led to the transformation of the concept and arena of power. Therefore, the idea of soft power has been more important as a means and aim in the international arena. Moreover, the cultural and soft aspect of power has become the main issue of international relations. The main goal of this paper is to see how new information technology changed the concept and function of power. The findings show that there are reliable relations between the formation of new information technology and the evolution of the concept of power. With normalization and socialization of the concept of power, the geographical boundaries and the source of power have been affected.
