روابط و مناسبات مرزي ايران و افغانستان در سال­هاي 1324-1344ه.ق داراي فراز و نشيب­ هاي بسياري بود. اين افت‌وخيزها دلايل متعددي داشت كه ريشة بسياري از مشكلات كنوني دو كشور نيز محسوب مي‌شود. عامل اصلي اين مسائل، جدايي افغانستان از ايران بود. تحرك­هاي جمعيتي مهم­ترين معلول اين فضا، خود محملِ گره­هايِ كور ديگري شد كه مي­توان به مهاجرت بخش­ هايي از جمعيت شهرنشين غرب افغانستان و قبايلي از هزاره­ به ­واسطه موج تكفير عليه آن‌ها اشاره كرد. عبور غيرقانوني افراد و ايلات مرزيِ افغانستان، كه گاهي به سرقت و ناامني در مناطق مرزي ايران منجر مي­شد و نيز جريان قاچاق اسلحه، روي ديگرِ سكة تحركات جمعيتي بود. همچنان‌كه انتقال بخشي از مشكلات داخلي افغانستان مانند جريان فتاواي جهاد عليه انگليس و بيماري­هاي واگيردار در همين بستر رخ نمود. در كنار عامل اصلي يعني جدايي افغانستان، مديريت سياست ­خارجي افغانستان كه به موجب عهدنامة گندمك در اختيار انگلستان بود نيز در آشفتگي مناسبات مؤثر بود. مديريت غيربومي سياست­ خارجي در افغانستان، حل معضلات را در بسياري مواقع ناممكن مي­كرد. شرايط آشفتة ايران و خراسان در سال­ هاي 1324-1344ه.ق نيز به عنوان عامل مكمل، اين مسائل و تنش­ ها را پيچيده­تر ساخت. پس از مشروطه، انسجام امور از ميان رفته بود و حكام خراسان با شورش­ هاي شهري و قبيله ­اي فراواني روبه‌رو بودند. در پي اين تحركات، توجه و ارادة لازم براي تأمين امنيت مرزها و حل مسائل پيش‌آمده شكل نمي­گرفت.

Border relations between Iran and Afghanistan in 1324-1344 AH have had many ups and downs. There are several reasons for these fluctuations which are the roots of many of the current problems of Iran's relations with Afghanistan. The main cause of these issues was separation of Afghanistan from Iran. Population mobility was the most important effect of this situation and made other blind nodes, including immigration of urban population and tribal Hazarehs of the Western Afghanistan by excommunication wave of persecution against them. Illegally border crossing of Afghan tribes and people which led to the theft and insecurity in the border areas of Iran, and The flow of arms trafficking, was the other side of population movements. Internal problems of Afghanistan such as fatwas of jihad against Britain and infectious diseases took place during this period. Besides the main cause of the separation of Afghanistan, the Afghan administration's foreign policy, handed to the Britain under the Treaty Gandomak, added to the turmoil in relations. Exotic foreign policy management in Afghanistan made it impossible to solve the problem in many cases. Iran and Khorasan turbulent conditions in the 1324-1344 caused more complex issues and tensions. After the Constitution cohesion in affairs was lost and the Governors of Khorasan faced numerous urban and tribal riots. In the wake of provocations there was no concern and will to secure borders and solve the occurred problems.
