زمينه و هدف: بررسي عوامل موثر بر ارتكاب تخلفات رانندگي در حوزه ادبيات اقتصاد جرم ميگنجد؛ در ادبيات اقتصاد جرم سعي مي شود تا تاثير عوامل اقتصادي و بعضاً غيراقتصادي بر ميزان ارتكاب جرم و تخلفات مختلف در جامعه بررسي شود. موضوع اقتصاد جرم پس از مقاله بكر ( 1968 ) به عنوان شاخه اي از علم اقتصاد مطرح شد و از آن زمان تاكنون تحقيقات متفاوتي در اين حوزه انجام و مدل هاي نظر ي مختلفي براي بيان ارتباط متغيرهاي اقتصادي و غيراقتصادي و ارتكاب جرم هاي مختلف در جامعه مطرح شدند. تخلفات رانندگي، يكي از جرايم بررسي شده در اقتصاد جرم است . با توجه به بالا بودن آمار تصادفات، جرايم رانندگي و تلفات انساني ناشي از آن در ايران، بررسي عوامل موثر بر چنين تخلفاتي اهميت قابل توجهي خواهد داشت. هدف اين تحقيق، بررسي عوامل موثر بر ارتكاب تخلفات رانندگي از منظر اقتصاد جرم است. روش: در اين تحقيق سعي شده است با استفاده از داده هاي تابلويي استاني تخلفات رانندگي مربوط به سال هاي 1385 الي 1388، عوامل موثر بر ارتكاب تخلفات رانندگي بررسي شود. يافته ها: مهم ترين نتيجه به دست آمده در برآوردها، اثر كاهنده افزايش نرخ واقعي جريمه بر ميزان ارتكاب تخلفات است؛ براي مثال در برآورد مربوط به 17 تخلف پرتكرار، ضريب متغير نرخ واقعي جريمه 3/64- و كشش اين متغير 2/26- به دست آمده است. پيشنهادها: با توجه به تاثير كاهنده نرخ واقعي جريمه در ارتكاب تخلف، بر افزايش نرخ واقع ي جريمه به عنوان ابزاري موثر براي كاهش تخلفات تاكيد مي شود.

Background and Purpose: Investigating factors affecting driving offences is discussed in Economics of Crime literature. In Economics of Crime literature is tried to investigate the effect of economic and sometimes non-economic parameters on the rate of crime offence and various offenses in society. Economics of Crime was introduced as a branch of economics after Becker article (1968). Since introduction of Economics of Crime in the late 1960s, different studies have been done and many theories have been made to discuss the relation between economic and non-economic variables and various crimes in the society. Driving offence is one of crimes investigated in Economics of Crime literature. Considering the large number of accidents, traffic offenses and human losses caused by driving offences in Iran, investigating factors affecting such violations will be of considerable importance. The aim of this study is investigating factors affecting driving offenses in Iran with an economics of crime approach. Method: In this study, we use a cross-province panel data of driving offences, for the 2006 to 2009 period, to investigate the factors affecting of these offences. Results: The most important result obtained in the estimates is the deterring effect of increasing the actual rate of fines on committing driving offences. For example, in the estimation of the 17 infringement exists no superset, the actual rate of fines variable factor , 64/3 and the This variable traction 26/2 is obtained. Suggestions: Due to deterring effect of the penalty on violation, the increase in the actual rate of fines is emphasized as a means to reduce offenses.
