رابطه توسعه فناوري اطلاعات با عدم تمركز در تصميم‌گيري، بهبود فرايندهاي كاري و بهره‌وري سازماني (مورد مطالعه: فرماندهي انتظامي استان همدان)

The relationship between information technology development with decentralization in decision-making, improving work processes and organizational productivity: Case study police headquarters of Hamedan province

زمينه و هدف: ارتقاء بهره‌وري نيروي انتظامي در قرن بيست‌و‌يكم وابسته به توسعه و گسترش فناوري اطلاعات و كاربرد آن دارد. نيروي انتظامي مي‌تواند با تشخيص ضرورت سرمايه‌گذاري در حوزه فناوري اطلاعات و بكارگيري مؤثر آن، با ايجاد فرصت‌هاي بهره‌وري بسيار در راستاي ارتقاء امنيت عمومي جامعه اهتمام ورزد. هدف از پژوهش حاضر، بررسي رابطه توسعه فناوري اطلاعات با عدم تمركز در تصميم‌گيري، بهبود فرايندهاي كاري و بهره‌وري سازماني در فرماندهي انتظامي استان همدان است. روش: پژوهش حاضر ازنظر هدف، كاربردي و ازنظر گردآوري اطلاعات، توصيفي- پيمايشي است. ابزار جمع‌آوري اطلاعات، پرسش‌نامه استاندارد بوده و جامعه آماري پژوهش، كاركنان نيروي انتظامي استان همدان است. داده‌هاي جمع‌آوري شده با آزمون تحليل مسير و با استفاده از نرم‌افزار ليزرل مورد تجزيه و تحليل قرار گرفتند. يافته‌ها: يافته‌هاي پژوهش حاكي از آن است كه توسعه فناوري اطلاعات با بهبود فرايندهاي كاري (β=0/52 t=13/39)، عدم تمركز در تصميم‌گيري (β=0/56 t=13/14) و بهره‌وري سازماني (β=0/17 t=3/81) رابطة مثبت و معنادار دارد. از سويي، بهبود فرايندهاي كاري (β=0/23 t=4/58) وعدم تمركز در تصميم‌گيري (β=0/50 t=12/10) ، با بهره‌وري سازماني رابطه معناداري دارند و درنهايت عدم تمركز در تصميم‌گيري با بهبود فرايندهاي كاري (β=0/36 t=9/24) رابطه مستقيم و معناداري دارد. نتايج: نتايج پژوهش نشان داد توسعه فناوري اطلاعات مي‌تواند عدم تمركز در تصميم‌گيري را افزايش دهد و سبب بهبود فرايندهاي كاري شود. ازسويي توسعه فناوري اطلاعات به‌صورت مستقيم رابطه ضعيفي با افزايش بهره‌وري سازماني دارد اما به‌صورت غيرمستقيم و ازطريق افزايش عدم تمركز در تصميم‌گيري و بهبود فرايندهاي كاري رابطه قوي‌تري با افزايش بهره‌وري سازماني دارا است.

Purpose and background: Enhance the efficiency of the police force in the twentyfirst century is related to the development of information technology and its application. The police force can recognizing the need for investment in information technology and effective use of it through the creation opportunities in terms of productivity endeavor to promoting public safety. The purpose of this study is examining the relationship between information technology developments with decentralization in decisionmaking, improving work processes and organizational productivity at police commander headquarters of Hamedan province. Method: The present study in terms of objective is applied, and in terms of gathering information is descriptive survey. The data collection instrument is standard questionnaire and the statistical population involves employees of police headquarters at Hamedan province. Collected data were analyzed by using path analysis in LISREL software. Results: The results indicate that information technology development has a significant positive relationship with the improvement of work processes decentralization of decision-making and organizational productivity. At the same time, improving business processes and lack of centralization at decision-making have a significant relationship with organizational productivity. And finally decentralization at decision-making has a direct and significant relationship with the improvement of work processes. Conclusion: Results showed that information technology development can increase decentralization at decision-making and cause improvement at work processes. On the other hand information technology development in directly condition has a poor relationship with increase organizational productivity. But indirectly and by increasing decentralization at decision-making and improving work processes has a stronger relationship with increase organizational productivity.
