شهرها جهان امروز با چالش هايي مواجه اند كه ناشي از دگرگوني هاي حاصل از پيشرفت علم و صنعت و طرح نيازهاي جديد سازماني و اجتماعي مي باشد. لازم است كه برنامه ريزي شهري به نوعي بازنگري و باز انديشي در اقدامات خود متناسب با پيشرفت فناوري هاي جديد اطلاعات و ارتباطات روي آورد، در اين ارتباط «الگوي شهر هوشمند» به عنوان راهكاري جديد كه باتوجه به گسترش روز افزون تكنولوژي اطلاعات در شهر و در راستاي پاسخگويي به نيازهاي جديد شهروندان در زندگي شهري آنان، پا به عرصه حضور مي گذارد. ازاين رو هدف پژوهش حاضر ارزيابي شاخص هاي شهر هوشمند در مناطق چهارگانه شهر كرمان مي باشد. روش تحقيق اين پژوهش توصيفي - تحليلي و از نوع هدف در زمره تحقيقات كاربردي جاي مي گيرد.با توجه به موضوع تحقيق و منطقه مورد مطالعه روش گردآوري داده ها زمينه يابي (تحقيق پيمايشي) انتخاب شده، روش نمونه گيري تصادفي منظم و جمع آوري داده ها با استفاده از پرسشنامه انجام گرفته است جامعه آماري شهروندان شهر كرمان و حجم نمونه اقتباس شده از فرمول كوكران 384 پرسشنامه ميباشد. تجزيه تحليل داده ها با استفاده از تكنيك ويكور (VIKOR) و نرم افزار SPSS انجام شد. نتياج تحقيق با توجه به تكنيك ويكور حاكي از آن است كه مناطق شهر كرمان از نظر شاخص هاي شهر هوشمند در وضعيت متفاوتي قرار دارند به طوري كه منطقه سه شهر با مقدار Q (صفر)در مجموع شاخص هاي مورد ارزيابي از وضعيت مطلوب تري نسبت به ساير مناطق قراردارد. سپس منطقه دو شهر با مقدار (Q (۰/۱۳۶ در رتبه دوم و بعد از آن منطقه يك شهر با مقدار (Q (۰/۷۰۱ در رتبه سوم قرارگرفته، و در آخر منطقه چهار شهر با توجه به شاخص هاي شهر هوشمندبا مقدار (۰/۷۸۸) Q دررتبه چهارم، و به عبارتي در وضعيت نامطلوبي نسبت به ساير مناطق شهر قرار دارد. در ادامه يافته هاي حاصله از آزمون (t) نشان داد كه مجموع شاخص ها شهر هوشمند در مناطق چهارگانه شهر كرمان كمتر از ميانگين انتخاب شده (3) در طيف ليكرت و معني دار بوده و قابل تعميم به جامعه مادر مي باشد. لذا با احتساب نتايج فوق مي توان گفت كه وضعيت تحقق شاخص هاي شهر هوشمند در شهر كرمان از وضعيت مناسبي برخوردار نيست.

Taking into consideration the increasing proliferation of information technology in
order to meet the new demands of citizens in civic life and they leave the scene
Indeed, smart city strategy supported by urban activities in the virtual environment
An appropriate solution for today's urban issues has been raised And, of course,
access to smart technologies can play a crucial role in improving the lives of citizens.
Therefore the aim of this study was to assess indicators in four areas of Kerman smart
city. Matherials and Methods:
According to the study, research and data collection survey area {survey) selected,
systematic random sampling and data collection was conducted by questionnaire The
population of citizens of the city of Kerman. The sample size of 384 questionnaire is
an adaptation of the formula Cochran. In this study, using the library studies to
identify the smart city indicators, various sources and databases were used on this
basis6 Main Indicators {Smart Dynamics, Smart People, Smart Life, Smart
Environment, Smart Governance, Smart Economy) This field was identified Among
these indicators, the economic index was omitted due to lack of information on its
indexes, and five other indicators, the basis for designing a questionnaire as the main
tool for research in field studies In this regard, a questionnaire containing 30
questions was provided regarding five smart city indicators that each received 6
questions. Questionnaire questions were based on a 5-point scale, and each one was
assigned a score of 1 to 5 . Data Analysis using the techniques {VIKOR) and SPS.S
software was used.
Discussion and Conclusion .
According to the technique vikor research result suggests .that areas of the city of
Kerman in terms of different situations are smart. So that the three cities with the Q
{zero) in all parameters evaluated the situation more favorable than in other parts of
the Contract. And then the two cities with the amount Q {0.136) in the second and
then a city area with the Q {0.701) were in third place, And at the end of the four
cities, according to the indicators of smart amount Q {0.788) and fourth words at a
disadvantage compared to other areas of the city Then result from test {t) showed
that a total of four regions in Kerman smart cities selected below average {3) in the
Likert and mother is meaningful and can be generalized to the community Therefore, taking into account these results we can say that the realization of the smart city of
Kerman, the situation is not good.
Conclusions
The overall results indicate that today, the rapid expansion of cities has caused most
of the world's nations to face a number of problems In the meantime, developing
countries are more vulnerable to these Crises Poverty, urban environmental
degradation, lack of urban services, urban air pollution, traffic, high population
density, underdeveloped infrastructure, lack of access to land and social separation
shelter, increased infrastructure costs and urban services, increased length and
distance City trips, Increasing energy consumption, and ultimately a loss of natural
and human capital, including those that are afflicted by cities That the cities of Iran
are not so dominant. In this regard, the smart city can be solved by relying on modern
information and communication technologies as an important solution to these crises
In connection with the city of Kerma·n, it was also discovered that the urbanized
indicators in the areas of this city have not been favorable.
