Introduction
Concerns about enviro·nmental deterioration and natural resource depletion have
advanced sustainable development as a key concept in policy design both at the
national and the international levels (Vouvaki & Xepapadeas, 2008: 473). So that by
the mid-1980s, followed by The Brundtland report, introduced the term "sustainable
development" as a new approach to development in various communities (Baker,
2006: 6). The Brundtland report, sustainable development as "development which
meets the needs of the present generation without compromising the ability of
future generations to satisfy their needs (Luc & Bhaskar, 2005: 5 !WCED, 1987:43}.
Sustainable development and sustainable urban development in recent decades, has
is gradually becoming to the dominant and modern paradigm in scientific and
theoretical literature on development and urban planning (Rahnamaei et al.1385:178). Due to this nowadays, one of the problems facing urban planners, How policies
and programs for sustainable urban and draw aspects of sustainability in the cities,
achieving these conditions required for Direction to Objectives of implementing
programs, modify the structure and management of affairs in the cities; Accordingly,
the present study aimed to problem solving, it has the Examination of the aspects
and physical, social, economic and environmental problems indicators in the city of
Yazd, to pay analyze the sustainability of development in the urban neighborhoods
of Yazd, And in this way can recognizing the capacity and potential and also
Deficiencies and needs, priorities make it easier management of urban development
order to improve the limited resources.
Materials and Methods
The objectives of the study, are applied and development and type due to the
components examined and dominant approach, are done with descriptiveanalytical
method. The study area in the this study, is the city of Yazd. Neighborhoods
have been classified accordance with the detailed plan of the city of Yazd . .Indicators
examined, is 24 indicators of economic, social and physical environment. Data and
information required has been collected from the Statistical Centre of Iran, Yazd
Municipality and Department of Urban Planning. At first, data are entered GIS and
Primary processing (editing layers and descriptive tables, the imaging system and
geographic coordinates, etc.) were performed on it, Then, using the standard
method, indicators were Without Scale and for each indicator was considered as
fuzzy membership function. GIS-FUZZY method was used to analyze the data.
Ambiguity and uncertainty inherent in the human sciences in general and in
particular the planning and decision-making environments, we need to study the
ways in which that provided Possible to check and formulation of mathematical
inaccurate concepts the definition of science. Therefore, it became that fuzzy sets as the mathematical theory for modeling and formulation, uncertainty of human
cognitive processes, are considered the mathematical formulation for ambiguity
and uncertainty in human cognitive processes, efficient and useful tools for this
purpose (Lootsma, 1997: 8}.
Discussion and Conclusion
After defuzzification of each layer separately, using a linear function, can be used to
integrate maps prepared by different fuzzy operators such as AND, OR, SUM and ll·
Usually combined with the use of a fuzzy operator is not true and can not be
combined through all layers and data. Select the appropriate operator for
combination any of layers and maps based on attributes and their role. In the present
study, have been incorporated by using multiplication operations fuzzy (Figure3} and
the sum of fuzzy map (Figure i.}. Then, using the gamma function, have
been combined and integrated resulting from the process before our map. The
selection process has been optimized gamma, gamma of 0.7 (Fig. 6}, gamma 0.8
(Figure 5}, gamma 0.9 (Figure 7} and is based (see Table 2}. This is due to the greater
degree of correlation between the layers of gamma 0.9. Therefore, to study fuzzy
map with gamma 0.9 (Figure 7} was the best output. And displays the results in the
best possible way. Obtained data show that the correlation between the gamma of
0.9 are more. The Optimum gamma value for the fuzzy modulation and integrated
indicators, gamma is 0.9. The results show that the metropolitan neighborhoods,
especially neighborhoods in region 2, the indicators studied than other places, are
enjoyed more stability. Accordingly, as we move from the center to the periphery,
reduced the amount of stability in the neighborhoods. This process is at the north of
the region 1 and also Southern part of the region 3 is faster than the western
neighborhoods of the city. Based on (Table 3} Located neighborhoods 2-1-5, 2-4-1
and 2-1-3 respectively with a fuzzy score 0.983 and 0.975 and 0.970 in the ranks of the first to third and neighborhoods and 5-1-1 , 3-2-3 and 3-2-2 respectively, 0.363
and 0.317 and 0.192 In the latter category. So that the neighborhoods in regions 1
and 3 are located at the periphery of the city.
Conclusion
With review the results of these indicators in the neighborhoods studied and
determined their status in terms of sustainability, the result is that all the historical
neighborhoods and some of neighborhoods in the central city of Yazd, in terms of
stability conditions are more favorable. While sectors and the marginal
neighborhoods by having weaknesses Due to its potential and attractions that can be
increased in the areas sustainability condition. The reason for this can be seen in the
establishment of pesky fringes of the city are less interested between residents in
these areas and in the establishment. It seems important to achieve sustainable
development, eliminating inequalities, gaps and discrimination in between all parts of
the city are known as the inner city. Enjoyment of development indicators in order to
achieve balanced development as the main pattern of development and its
commitment to sustainability is essential. Thus, setting goals, strategies and spatial
strategies managers and urban planners should develop according to their strengths
and weaknesses in each of the city neighborhoods, after a clear illustration of the
limitations and potential of urban areas, in order to resolve problems and optimal
utilization of the opportunities and potential, and offer practical solutions and
implementation. The point that in this context it should be noted that different
aspects of sustainability are not separated from each other. If the dimensions of the
economic, social, physical and environmental management under the management
proper way of achieving sustainable cities and neighborhoods make smoother.
