Analyzing and Forecasting of Urban Governance Approach Realization in the Urban Management of Ahvaz City

هدف از مطالعه حاضر تحليل و پيش‌ بيني تحقق رويكرد حكمروايي شهري در مديريت شهري اهواز مي باشد كه به صورت دقيق در دو هدف فرعي ارزيابي ميزان اولويت بكاربست شاخص‌هاي حكمروايي شهري و همچنين ميزان پيش بيني تحقق رويكرد حكمروايي شهري از سوي اين شاخص ها در مديريت شهري اهواز به انجام رسيده است. در اين راستا روش شناسي پژوهش «توصيفي – تحليلي» مي باشد كه مبناي گردآوري داده ها در آن به صورت شيوه پيمايشي و با ابزار پرسشنامه صورت گرفته است. جهت گردآوري داده ها از نظرات 384 نفر از شهروندان اهواز استفاده شده است كه به روش نمونه‌گيري خوشه‌اي چند مرحله‌اي و تصادفي ساده انتخاب شده‌اند. جهت تحليل داده‌ها متناسب با اهداف پژوهش از آزمون آماري T و مدل تحليل تشخيص در قالب نرم افزار SPSS استفاده شده است. نتايج پژوهش نشان مي‌دهد كه شاخص شفافيت با مقدار ويژه ۱/۰۹ و ميزان اختلاف از ميانگين مبناي پايين ۱/۴۱- داراي شرايط نامناسب و متقابلاً از اولويت بيشتري براي بهبود وضعيت در فرايند مديريت شهري اهواز از ديدگاه شهروندان مي باشد. در ادامه، نتايج مدل تحليل تشخيص براي پيش بيني تحقق رويكرد حكمروايي شهري در مديريت شهري اهواز نشان مي دهد كه شاخص كارايي با ميزان لامبداي ۰/۴۱۶ و ميزان پيش بيني كلي ۰/۳۹۱ بهتر از بقيه شاخص ها مي تواند شرايط تحقق رويكرد حكمروايي شهري را در فرايند مديريت شهري اهواز پيش بيني كند.

Introduction Urban governance is a new structure of urban management process with traditional forms of management that focuses on urban change and its theoretical challenges. New approach to the integration of civil society, Private sectors and urban management for address urban issues. This approach of looking at the body as an integrated system and in all sectors of society, it cans the topic of urban management in the face of challenges both internal and external challenges of urban management is very helpful. In fact, due to the challenges and opportunities facing challenges, necessity of changing the structure of urban management is essential and other traditional approaches to urban planning and management in the process of solving problems can be addressed. Methodology The present study was applied research and the methodology was "descriptiveanalysis" in order to approach to analyze and predict the realization of urban governance to Ahvaz urban management process. Data collection process was the field by survey method and questionnaire tools. Data from 384 Comments citizens of Ahvaz are used. The multi-stage cluster sampling method and randomly selected. This research aims to analyze the data with T-test and SPSS software was used in the discriminant analysis model. Discussion and Conclusion According to the objectives, the priority of urban governance index for citizen's view in Ahvaz urban management process was evaluated. T-statistics analysis shows that according to mean difference statistic, transparency indicator is not an appropriate status with -1.41. Accountability and participation indicators are based out of lower interest rates. Realization of urban governance approach predicts only Performance Index of .391 can predict. This rate is also lower than the base case and the rest of the indicators are lower. Gonclusion Today approach of urban governance is sustainable approach to urban management process in cities, with action to that migration by identification of that indicator and facilitate of conditions for realization of indicators. In this study, selecting four indicators of transparency, accountability, efficiency and participation, tried to assessing and prediction of realization the urban governance approach in the urban management of Ahvaz city. The results showed those citizens views about the status indicators, Transparency of the not good condition of its realization in Ahvaz city management. Other hand, prediction of urban governance approach showed that efficiency indicator can better of other indicator prediction of urban governance.
