شوراي همكاري خليج فارس: از مدريت همكاري تا تعميق همگرايي اقتصادي

خروج بريتانيا از منطقه خليج فارس در اواخر دهه ي 1960 با استقلال سياسي و اقتصادي شيخ نشين هاي عربي حوزه خليج فارس همراه بود. ظهور اين بازيگران جديد در عرصه نظام منطقه اي خليج فارس، معادلات-ساختاري منطقه را در ابعاد مختلف تحت شعاع قرار داد.دولت هاي عربي حوزه خليج فارس تحت تاثير ديالكتيك اندركنش عوامل سياسي، اقتصادي، اجتماعي- فرهنگي و امنيتي در سطوح داخلي،منطقه اي و بين المللي هرچه بيشتر در ايجاد يك سازوكار درون منطقه اي ترغيب شدند.در نهايت اين دولت ها در يك حلقه ارتباطي مبتني بر وفاق،شوراي همكاري خليج فارس را تشكيل دادند. اين مقاله با تبيين نظري و فرانظري مباني همگراي منطقه اي و با اتكا به روش هاي مختلف تحليلي (توصيفي،تحليلي،تبييني--علي،فرايندي، ساختاري،كارگزاري)،تلاش مي كند به اين سئوال پاسخ دهد كه فرايند همكاري ها و همگرايي-منطقه اي پس از شكل گيري شوراي همكاري خليج فارس با چه تحولاتي مهمي روبه رو بوده است؟ در اين راستا، فرض مهم اين نوشتار اين است كه اولويت هاي شوراي همكاري خليج فارس پس از شكل گيري تغيير پيدا كرده و اعضاء با نهادسازي بسترمند،ضمن مديريت همكاري ها،مقدمات لازم را براي تعميق همگرايي اقتصادي در سطح فراملي در بخش هاي مختلف فراهم كرده و با افزايش وابستگي متقابل بين اعضاء به يك پروژه همگرايي مهم در جهت منطقه گرايي اقتصادي مبدل شده است.يافته هاي پژوهش نيز با بررسي فرايند مديريت همكاري ها در جهت تعميق همگرايي اقتصادي در چارچوب مدل تحليلي پژوهش اين فرض را تاييد مي كند.

The emergence of new actors in the military sphere in the Persian Gulf،structural equations in different aspects overshadowed.Arabic states of the Persian Gulf by the dialectical interaction of political، economic، socio-cultural and security at the local،regional and international levels to further the creation of a mechanism within the Regional urged.Finally the government in a consensus-based communication loop، formed the PGCC.This article explains theoretical and theoretical foundations of regional convergence and relying on various analytical methods (descriptive،analytical،explanatory-Ali،processes،structure،agency)،tries to answer that the process of cooperation and regional integration after the formation of the PGCC is faced with a very important what kind of changes?In this regard، an important assumption of this article is that priorities have changed after the formation of the PGCC and members of the targeted institution-building،While management cooperation، preparations for deepening economic integration at the transnational level invarious sectors and the increasing interdependence between members of a project-oriented regional economic integration has become important in order.The findings also cooperate with the investigation management process in order to deepen economic integration within the analytical framework confirms this assumption.
