راهبردهاي ناجا در ارتقاي امنيت عمومي با تاكيد برظرفيت هاي مردمي

NAJA Strategies to Promote Public security emphasizing on public Community Capacity

مقدمه: با توجه به اهميت و نقش امنيت در كشور لازم است با بهره گيري حداكثري از امكانات و ظرفيت هاي موجود، شناخت قوت ها و ضعف ها، ظرفيت هاي جديدي شناسايي و تعريف شود، ظرفيتي كه متكي بر توانمندي مردم باشد. تحقيق حاضر با هدف تدوين راهبردهاي ارتقاي امنيت عمومي با استفاده از ظرفيت هاي مردمي صورت گرفته وسوال اصلي آن، راهبردهاي ناجا در به كارگيري ظرفيت هاي مردمي جهت ارتقاي امنيت عمومي است. روش: نوع پژوهش حاضر كاربردي و از نظر روش، پيمايشي خبرگي و جامعه آماري آن شامل خبرگان و متوليان موثر بر امر امنيت عمومي به تعداد 35 نفر مي باشد، با توجه به محدود بودن به صورت تمام شمار همه جامعه آماري مورد مطالعه قرار گرفته است. از جمله روش هاي تجزيه وتحليل داده هاي مورد استفاده، تشكيل ماتريس عوامل داخلي، تشكيل ماتريس عوامل خارجي وتشكيل ماتريس تجزيه وتحليل داخلي و خارجي مي باشد. يافته ها: يافته هاي پژوهش نشان داد نمره ماتريس ارزيابي داخلي و خارجي ناجا حدود 256 و279 ميباشد بر همين اساس ناجا در محدوده استراتژيهاي تمركز (تهاجمي) قرار دارد. تحت اين شرايط ناجا با چند فرصت محيطي روبه رو است و توانمنديهاي لازم را براي بهرهبرداري از اين فرصت‏ها در زمينه ارتقاي امنيت عمومي دارا مي باشد. نتيجه گيري: نتيجه پژوهش ارايه 7 راهبرد جهت ارتقاي امنيت عمومي با استفاده از ظرفيت هاي مردمي است كه عمومي كردن امنيت، بازنگري و اصلاح قوانين و مقررات و دستور العمل ها، متناسب سازي ساختارهاي سازماني و تجهيزات و فناوري، اهتمام به كيفي سازي و اثربخشي ظرفيت هاي مردمي فعال، افزايش تعامل و اعتماد بين ناجا - جامعه و نهادينه كردن استفاده از ظرفيت هاي مردمي در توسعه امنيت و خدمات انتظامي از جمله آنها مي باشد.

Introduction: Regarding the importance and the role of security in the country it is necessary to identify new capacities based on people’s capabilities by using maximum advantages of existing capacities, identifying strengths and weaknesses. This study is based on developing strategies to promote public security emphasizing on social capacity and the main question is: what strategies are used in public capacity in order to develop public security? Method: The type of this study is applied and the method used is an expertʹs survey mode, population of the research is 35 experts and Effective authorities to the public security. Because of limitations all population was studied. Methods used for analysis were: Internal Factor Evaluation (IFE), External Factor Evaluation (EFE), and Internal-External (IE) Matrix. Findings: Based on findings in this research NAJAʹs Internal-External (IE) Matrix score was approximately 256 and 279 thus NAJA is located in Range of focused (aggressive) strategies. Under this circumstance NAJA is faced with some environmental opportunities and possesses the capabilities required for taking advantage of these opportunities in promotion of community security. Conclusion: The result of this research is giving 7 strategies to enhance public security using community capacity which are: generalizing security revising and forming laws, regulations and guidelines, Appropriating organizational structures, equipment and technology, efforts in qualifying and making communityʹs active capacities, increasing interaction and trust between NAJA and people and habituate using community capacities in promoting safety and police services.
