همسوسازي سيستم‌هاي اطلاعات بهداشتي با اهداف سازماني توسط مديران ارشد اطلاعاتي

Aligning Health Information Systems with Organizational Objectives by Chief Information Officers

مقدمه: يك چالش عمده براي سازمان‌هاي بهداشتي، همسويي سيستم‌هاي اطلاعاتي با اهداف سازمان است. همسويي استراتژي‌هاي سيستم‌هاي اطلاعاتي با اهداف سازماني، عامل مهمي در جهت موفقيت سازمان محسوب مي‌شود. اين مطالعه به نحوه همسوسازي سيستم‌هاي اطلاعات بهداشتي با اهداف سازمان توسط مديران ارشد اطلاعاتي CIOs (Chief Information Officers) پرداخت.روش بررسي: مطالعه از نوع مروري بود و در سال 1394 انجام گرفت. بدين ترتيب، از طريق جستجوي واژه‌هاي كليدي همچون Health care organization، Organizational objective، Health information system و Aligning، CIO و يا تركيبي از اين واژه‌‌ها در مقالات مجلات (متن و چكيده)، كتاب‌ها، چكيده مقالات كنفرانس‌ها و مستندات علمي اينترنتي، حدود 89 منبع از پايگاه‌هاي داده‌اي PubMed و Science Direct و موتورهاي جستجوي Google و Google Scholar به دست آمد. پس از مطالعه اوليه، 35 مقاله بر اساس ارتباط آن‌ها با هدف پژوهش و به ‌صورت موضوعي انتخاب گرديد.يافته‌ها: هرچند در بررسي متون، گام‌هاي متعددي براي همسوسازي سيستم‌هاي اطلاعاتي با اهداف سازمان ذكر شد، اما شالوده همه مطالعات شامل گام‌هاي شناخت سازمان و اهداف آن، شناخت منابع فن‌آوري اطلاعات IT (Information Technology)، تدوين برنامه IT همسو با برنامه‌هاي استراتژيك سازمان و پياده‌سازي برنامه‌هاي IT با مسووليت CIO بود. همچنين، در هر مرحله از اين فرايند، امكان بازخورد به مرحله قبلي در صورت تغيير احتمالي وجود داشت.نتيجه‌گيري: همسويي سيستم‌هاي اطلاعاتي با اهداف سازماني، فرايند پويايي است كه رسيدن به آن به دليل تغييرات مداوم در سازمان و رشد سريع IT، نيازمند يك فرايند ساخت ‌يافته مي‌باشد. برقراري ارتباط محتوايي، پرسنلي و زماني كه از مهم‌ترين مكانيسم‌هاي عمده همسويي در طي همسوسازي به شمار مي‌رود، بايد با مسووليت CIO صورت گيرد.

Introduction: The alignment of information systems with organizational objectives is a key challenge for health care organizations and the key to the success of the organization. The aim of this study was to review the literature on aligning health information systems with organizational objectives by organizations’ chief information officers (CIOs). Methods: A literature review was carried out using Google search engine, PubMed and Science Direct databases. The search strategy included using keywords such as “aligning”, “health information system”, “organizational objective”, “health care organization” and “CIO” to search in journals (full text and abstracts), books, proceeding of conference articles, and scientific documents from 1998 to 2014. An estimated total of 89 articles, books, theses, and proceedings were retrieved of which 35 cases were selected based on their relevance to this issue. Results: Despite introduction of various methods and mechanisms in the literature, all studies agreed on several steps for alignment of information system with organizational objectives. These objectives included understanding the organization, understanding the information technology domain and its capabilities, creating multiple information technology strategies and implementation of strategies by the chief information officers. It was possible to receive feedback and change the strategy of choice at every step. Conclusion: Aligning information systems with organizational objectives is a dynamic process. Achieving this alignment requires a structured process. The most important mechanisms for this alignment include content, timing and personnel linkage in the process by chief information officers.
