Methods of Monitoring the Personnel Security Crimes in Cyber Space

زمينه و هدف: امروزه اهميت و نقش واپايش‌‌هاي داخلي در سازمان‌‌هاي نظام‌‌محور بر كسي پوشيده نيست. در كنار تمامي مزاياي فضاي مجازي، مخاطره‌‌هاي بسياري نيز همواره ذهن مديران وگردانندگان سازمان‌‌هاي اطلاعاتي و نظامي را به خود مشغول ساخته است و بدون سازوكار مناسب و اقدام‌‌هاي واپايشي نمي‌‌توان از تهديدها و خطرهاي فضاي مجازي در امان بود. تهديدهاي جديدي كه به سبب بهره‌‌گيري از فضاي مجازي و شبكه‌‌هاي اجتماعي پديد آمده است، بازبيني در روش‌‌هاي واپايش كاركنان را ايجاب مي‌‌نمايد. هدف: اين مقاله در پي آن است تا روش‌‌هاي واپايش جرايم كاركنان در فضاي مجازي را برشماري و ضمن بيان اقدام‌‌هاي پيشگيرانه براي صيانت كاركنان از تهديدهاي امنيتي در اين فضا، روش‌‌هاي كشف و شناسايي فعاليت‌‌هاي مجرمانه را ارايه نمايد. روش‌‌شناسي: اين تحقيق از نظر هدف «كاربردي» و از نظر روش «توصيفي» (اسنادي و كتابخانه‌‌اي) است. يافته‌‌ها و نتيجه‌‌گيري: مقاله حاضر با طرح ديدگاه‌‌هاي صاحب‌‌نظران و مقام معظم رهبري(مدظله‌‌العالي) درباره فضاي مجازي؛ متغيرهاي موجود، خصيصه‌‌ها، تهديدها، جرايم، فرصت‌‌ها و بسترها را بيان و با ارايه مدل مفهومي، ضرورت واپايش كاركنان در فضاي مجازي را تفهيم مي‌‌كند و با ارايه سه پيشنهاد درباره تربيت كارشناسان خبره در واپايش، ايجاد ساختار مناسب و تهيه زيرساخت‌‌هاي سخت‌‌افزاري و نرم‌‌افزاري و بهره‌‌گيري از ظرفيت‌‌ها، نوشتار خود را به پايان مي‌‌رساند. كليد واژه‌‌ها: جرايم امنيتي، فضاي مجازي، كاركنان ناجا، واپايش.

Background and purpose: Nowadays the importance and the role of internal monitoring in system – based organizations is not concealed. Beside all advantages of cyber space, many dangers has involved the managers and officials of armed as well as intelligence organizations that without appropriate evaluation & measures cannot save themselves against cyber threats and dangers. New threats which emerged due to cyber space usage necessitate revising in personnel monitoring. This essay tries not only to mention the personnel monitoring in cyber space and remarking personnel preventive measures against security threats in this space, but also introducing the approaches for discovering as well as identifying criminal activities. Present study poses the viewpoints of experts and supreme leader (God may extend his existence) regarding cyber space, current variables, properties, threats, crimes, chances, and backgrounds and offers a conceptual sample underlines the emergence of monitoring in cyber space. It introduce three proposals regarding educating skilful experts for monitoring, creating appropriate structure, software/hardware infrastructure supplements and finally by satisfying the capabilities terminates the essay.
