ارزيابي استراتژيك محيط زيست مبتني بر روش شاخص تناسب كاربري اراضي (LSI) مطالعه موردي: منطقه يك كلان شهر تهران

Environmental strategic assessment based on Land use Suitability Index (LSI) (Case study: District one of Tehran Metropolis)

ارزيابي استراتژيك، روشي براي بهبود در فرايند تصميم گيري‌ها، سياست‌گذاري و در نهايت برنامه‌ريزي است. روش ارزيابي تناسب كاربري اراضي از جمله روش‌هايي است كه براي ارزيابي استراتژيك محيط به كار گرفته مي‌شود. با توجه به منطق حاكم بر اين روش قابليت‌هاي مناسبي در ارزيابي استراتژيك ارايه مي‌سازد. اين روش، نشان مي دهد كه برنامه‌ريزي انجام شده تا چه ميزان به سمت اهداف استراتژيك گام برداشته است. بر اين مبنا، تحقيق حاضر در پي استفاده از شاخص تناسب كاربري اراضي در منطقه يك تهران است. اين امر، با دو هدف انجام شده است: اول اينكه برنامه پيشنهادي نسبت به وضعيت موجود تا چه ميزان بهبود يافته است. دوم اينكه آيا اين روش پاسخگوي اهداف تعيين شده است. نتايج نشان مي دهد اين روش قابليت ارايه پاسخ مناسب به اهداف را دارد. ضمن اينكه بررسي انجام شده نيز نشان از بهبود نسبي در برنامه پيشنهادي در منطقه يك كلان‌شهر تهران را دارد. اين بهبود به كاهش ناسازگاري ها و افزايش سازگاري نسبي كاربري اراضي منجر مي شود. اين نتايج نشان مي دهد اگر در بخش هاي مختلف دقت بيشتري به عمل آيد امكان بهبود بيشتري در شاخص حاصل شده و در نتيجه شرايط براي پايداري بيشتر توسعه شهري فراهم خواهدشد.

Strategic assessment is a method for improving the processes of decision making, policy, and planning. Land use suitability evaluation is a method for strategic assessment of environment. Based on its intrinsic logic, land use suitability assessment method has proper capabilities for strategic assessment. The method tries to shed a light on the issue of how close are the implemented planning projects to the strategic goals. The present study applies Land use Suitability Index (LSI) at district one of Tehran to achieve the fol- lowing goals: the extent to which a program has influenced the improvement of the pres- ent status, and if the method is able to find the proper answers for existing problems and questions. The findings of the present study showed that the applied method is suitable to find the proper answers. It also showed that implementing the proposed method in district one of Tehran has led to relative improvement of the proposed program. It means that im- provement has been achieved by decreasing the land use incompatibility and increasing the relative land use compatibility. The results also indicated that if enough attention is paid to some critical parts, even more improvement will be achieved and there would be greater possibility for higher levels of urban development.
