هدف اين مقاله بررسي نقش حكمروايي خوب شهري در مديريت و برنامه ريزي گردشگري شهر سمنان است كه به معني تدوين و اتخاذ سياست هاي توسعه گردشگري براي آن ناحيه به منظور هدايت و تصميم گيري در خصوص سياست هاي توسعه گردشگري است. سؤال اصلي مقاله اين است كه حكمروايي خوب شهري در مديريت و برنامه ريزي گردشگري شهر سمنان چه نقشي ايفا | كند؟ نتايج اين مقاله نشان مي دهد كه حركت به سمت حكمروايي خوب شهري فرايندي است كه ثمره مشاركت سه نهاد شهرداري، دولت و جامعه مدني است. در زمينه مديريت و برنامه ريزي شهري نيز جامعه جهاني، امروزه به اين نتيجه رسيده است كه مشكل عمده مديريت شهري كمبود منابع مالي با تكنولوژي مدرن و يا نيروي انساني ماهر نيست بلكه پيش و بيش از همه، مشكل اصلي در شيوه اداره اين عوامل است. حكمروايي محصولي انساني است و به همين خاطر فعاليتي است كه براي تعريف روابط و اثرات متقابل دولت و جامعه مفيد است. حكمروايي خوب يك مدل تصميم گيري است كه بر اجماع و خروجي آن كه مدعي مشاركتي بودن است. همچنين در تقابل با الگوهاي اداره يك طرفه (از بالا به پايين شهرها و تعاملات يك سويه دولت با شهروندان به كنش متقابل ميان سه بازيگر اصلي شهر يعني دولت محلي، بخش خصوصي و جامعه مدني توجه دارد. در اين تحقيق يك ماتريس چهار در چهار براي بررسي ميزان اهميت نسبي هر يك از شاخص ها حكمروايي خوب شهري طراحي گرديد. اين ماتريس براي دو نفر از افراد صاحب نظر كه در موضوع حكمروايي خوب شهري مقاله داشته اند ارسال شد. پس از تكميل ماتريس ها توسط افراد مزبور سازگاري هر يك از ماتريس ها با استفاده از نرم افزار expert choice سنجيده شد.
