مواجهة مجلس شوراي ملي و ساختار كهن قدرت: تحليلي از واكنش دربار و شاهزادگان به اصلاحات مالي مجلس اول

Confrontation between National Consultative Assembly and the Old Constitution of Power, An Analysis of the Reaction of the Court and Princes to the financial Reform of the First Parliament

تشديد بحران ماليِ ايران در آستانة انقلاب مشروطيت و ضرورت ساماندهي نظام مالي، اين امر را در صدر دغدغه‌هاي نخستين مجلس شوراي ملي قرار داد. تشكيل كميسيون ماليه و يكي از اقدامات آن يعني تنظيم صورتِ دخل و خرج و كاستن از حقوق و مستمري‌ها به اين منظور صورت گرفت. اين اقدامات به نوبة خود، واكنش عناصر ذي‌نفع ساختار كهن را به دنبال داشت و آنها را در برابر ساختار جديد و در رأس آن، نهاد پارلمان قرار داد. در مقالة پيش رو تلاش شده است ابعاد اين مواجهه در بستر سياسي‌اش كاويده شود. پرسش محوري آن عبارت است از اين‌كه اقدام مجلس اول در كسر حقوق و مستمري‌ها چه تأثيري بر مواجهة مجلس و ساختار كهن قدرت داشت؟ نقطة كانوني اين تحقيق كه با تكيه بر مطالب مندرج در صورت مذاكرات مجلس و مبتني بر يك الگوي توصيفي ـ تحليلي مشخص شده، واكنش رده‌هاي بالايي منظومة قدرت است. نتيجه نشان مي‌دهد كه اقدام مجلس در كسر حقوق و مستمري‌ها، واكنش دو سطح از هستة مركزي قدرت و وابستگان آن شامل شاه و دستگاه سلطنتي و شاهزادگان را برانگيخت. اين واكنش در قالب عريضه‌نويسي، تحصن در مجلس و اعتراض به اين نهاد نوپا جلوه يافت.

An escalation in financial crisis of Iran on the eve of Constitutional Revolution, prioritized the necessity of organizing a financial system, for the National Consultative Assembly. The establishment of financial committee in which one of its attempts was, the regulation of incomes and expenses and decreasing pensions and salaries was done. These attempts in turn, accompanied the reactions of the beneficiaries of the old constitution and made them confronted the new constitution and mainly the institution of parliament. In this paper has been tried to analyze the aspects of this confrontation in political context. The main question is, what was the impact of the first parliament’s attempt in decreasing pensions and salaries on the confrontation between Parliament and The old constitution of power? The underscored point of this research, based on the regulating minutes of the Parliament and the analytical method, is the Elite’s reaction toward the constitution of power. Achievements demonstrate that the parliament’s attempt decreasing the pensions and salaries, heightened reactions of two boards in power’s core and the affiliation of it including the king, Imperial organization and Princes. This reaction had been flourished through the format of petition, taking sanctuary in parliament and a protest against this new-established organization.
