بررسي كارايي اقتصادي تعاوني هاي كشاورزي شهرستان بويين زهرا و اولويت-بندي مشكلات پيش‌روي آن‌ها در فرآيند مديريت و نظام بازاريابي

Survey of the Economic Efficiency of Agricultural Cooperatives in the Buinzahra City and Prioritization of Their Problems Faced in the Management Process and the Marketing System

در اين مطالعه به منظور برآورد كارايي اقتصادي تعاوني‌هاي توليد كشاورزي شهرستان‌ بويين زهرا از روش تحليل پوششي داده‌هاي تصادفي (SDEA) استفاده ‌شد. براي اولويت‌بندي مشكلات پيش روي تعاوني‌هاي كشاورزي اين شهرستان در فرآيند مديريت و نظام بازاريابي، رهيافت تحليل سلسله مراتبي (AHP) و معيار آنتروپي مورد استفاده قرارگرفت. داده هاي موردنياز مربوط به سال 92-1391 بود كه با تكميل پرسشنامه‌ و مصاحبه حضوري با 43 نفر از اعضاي تعاوني ها جمع‌آوري شد. براي تعيين حجم نمونه از روش نمونه گيري تصادفي ساده و فرمول عمومي كوكران و جهت بررسي روايي و پايايي پرسشنامه تنظيمي از روش آلفاي كرونباخ استفاده شد. نتايج نشان داد كه ميانگين كارايي تصادفي تعاوني‌هاي كشاورزي شهرستان بويين زهرا در سطح پاييني (79 درصد) قرار دارد و واحدهاي دامداري كمترين ميزان كارايي را دارا مي باشند. همچنين، نتايج نشان داد كه سياست‌هاي نامناسب در قيمت‌گذاري و نوسانات قيمتي محصولات كشاورزي، خدمات پايين در زمينه بسته‌بندي، فرآوري، بازاريابي و توزيع محصولات و نبود برنامه‌ريزي جامع بلند‌مدت از سوي مديران به ترتيب اولويت‌هاي اول، دوم و سوم را در نا‌كارآمدي فرآيند مديريت و نظام بازاريابي تعاوني هاي منطقه دارند. در پايان با توجه به نتايج به دست آمده، انجام مطالعات مكان‌يابي پيش از تاسيس تعاوني ها، ارايه تسهيلات و وام هاي با نرخ بهره كم به واحدهاي دامداري، انتقال تجارب و تخصص تعاوني‌هاي موفق به تعاوني‌هاي ناكارآمد و تقويت و حمايت از نظام بازاريابي جهت مرتفع نمودن مشكلات پيش روي تعاوني هاي كشاورزي شهرستان بويين زهرا و افزايش كارايي آن ها پيشنهاد شد.

In this study Stochastic Data Envelopment Analysis method was used in order to estimate the economic efficiency of agricultural cooperatives in the Buinzahra city. Moreover, the Analytical Hierarchy Process method and Entropy criteria were used in order to prioritizate the agricultural cooperatives problems of this city in management and marketing system. The required dates were related to the years 2012-2013 during which data were collected by interviewing and completing questionnaires for 43 members of the cooperatives. The Random Sampling method and the Cochran formula were used to determine the sample size and from the Cronbachʹs Alpha method was usedin order to evaluate the validity and reliability of the questionnaire. The results showed that the random efficiency average of agricultural cooperatives in Buinzahra city is at the low level (79 Percent) and animal husbandry units have the lowest level of the efficiency. Also the results showed that inappropriate policies in the pricing and price volatility of agricultural products, the low level of services of packaging, processing, marketing and distribution of the products and the lack of long-term comprehensive planning by managers have the first, second and third ranks in the inefficiency of the management process and the marketing system of cooperatives in the study area respectively. Finally, the site locating studies before the establishment of cooperatives, providing funding and loans with low interest rates to animal husbandry units, transferring the experiences and expertise of successful cooperatives to inefficient cooperatives and strengthening and supporting the marketing system in order to resolve the problems facing the agricultural cooperatives of city Buinzahra were proposed based on the results obtained.
