The role of civil society in public policy process: Providing a conceptual framework

جامعه مدني، نهادها و عناصر آن يكي از موضوعات مورد توجه پژوهشگران اجتماعي و سياسي است. جامعه مدني به ويژه در نظام‌هاي دموكراتيك، تاثير زيادي بر فرآيند سياست گذاري عمومي دارد. فرايند سياسي، فرايند اصلي در سياست گذاري عمومي است. اين فرايند، مجموعه‌اي از قدرت و نفوذ در جامعه است كه در آن بازيگران زيادي مي‌كوشند تا به اهداف معيني دست يابند. فرآيند سياست گذاري عمومي در مراحل مختلف آن تحت تاثير نيروهاي نويني است كه بر دامنه حضور آنها و ميزان قدرتشان روزبه روز افزوده مي‌شود. شناخت اين تاثيرات مي‌تواند راهنماي مناسبي در تبيين و برآورد سياست‌هاي عمومي در يك كشور پيش رو قرار دهد. در اين مقاله، فرايند سياست گذاري به پنج مرحله شكل‌گيري مرجعيت‌ها، تنظيم دستور كار، تصميم‌گيري، اجرا و ارزيابي سياست‌ها تفكيك شده و سپس نقش جامعه مدني در فرآيند سياست گذاري تحليل شده است.

Civil society, its organizations and elements is one of interested subjects of social and political analysts. Civil society, especially in democratic societies has a significant role in the public policy process. Political process is the main process is the public policy process that includes power and influence in the society in which actors struggle to achieve certain goals. Public policy in its various stages is affected by new forces that the extent of their presence and the level of their power are growing. Understanding these effects can provide a Proper guide in defining and analyzing the public policy process in a country. In this Article, the public policy process has segregated into five stages: formation of referential, agenda setting, decision making, implementation and evaluation And then the role of civil society in the policy process have been analyzed.
