الگوي محيط شناسي ناجا؛ بررسي امكان و احتمال دست يابي به الگوي جامع

Iran’s police Environment Scanning; an investigation of possibility and probability of achieving a Comprehensive design

در اين پژوهش، با درك ضرورت تبيين الگوي محيط شناسي مطلوب براي نيروي انتظامي جمهوري اسلامي ايران، به واكاوي در علوم متنوع و رشته هاي متكثر پرداخته ايم. هدف اصلي از مقاله اين است كه، با بررسي خرده نظريه ها و تفكرات برخي از انديشمندان حوزه راهبردي، به الگويي متناسب در حوزه محيط شناسي بخش دفاع و امنيت يعني نيروهاي مسلح بالاخص در بخش امنيت - كه از وظايف خاص نيروي انتظامي است - دست يابيم تا با اين رويكرد بتوان آينده ناجا را در بستري مناسب با استفاده از ابزاري موثر، به نام آينده پژوهي، معماري كرد و افق هاي سالانه را در اين الگو تعيين نمود. ايجاد و حفظ امنيت از مسير راهبردهاي تبيين شده در معماري ناجا از مهم ترين ثمرات تثبيت اين الگو است. از عمده پيامدهاي اصلي اين الگو اصلاح وضعيت موجود به منظور مقدمه اي براي رسيدن به وضعيت مطلوب از مسير بررسي پيشران ها، روندها و آمايش سرزميني است. در بررسي با رويكرد توصيفي-تحليلي چارچوب هايي شناخته شده و يا محقق ساخته را معرفي نموديم كه مي توان به شش الگوي محيط شناسي، موضوع پايه، ماموريت/ كاركرد، ساختار/ كارگزار، تعامل/ تقابل، سطح تحليل و نهادگرا اشاره كرد. در نهايت چارچوبي بديل با عنوان الگوي سه بعدي) مكان/ زمان/ زمينه) را با در نظر گرفتن ماهيت امر امنيت بخشي، نظم بخشي و خدمات انتظامي در جامعه و روندهاي پيش روي آينده دانش بشري براي الگوي مطلوب محيط شناسي ناجا پيشنهاد كرده ايم. اين پژوهش اولين اقدام علمي براي رسيدن به الگويي متناسب با ذات و ماهيت نيروي انتظامي جمهوري اسلامي ايران است و تا رسيدن به الگويي جامع و پويا كه بتواند همه مقتضيات را در نظر بگيرد راهي سخت در پيش خواهيم داشت.

In this research, having recognized the necessity of describing a desirable environmental scanning model for Iran’s police’s, we have made an analysis of a variety of sciences and numerous disciplines. The main goal of this research is to develop an appropriate environmental scanning model in the area of national security and defense i. e. military forces, particularly law enforcement – which is the primary role of police – so as to develop the enterprise architecture of Iran’s police by this approach in an appropriate context using an effective tool, called futures studies, and describe annual horizon of Iran’s police. Establishing and maintaining security through described strategies in the enterprise architecture of Iran’s police is of the most important benefits of this model. Moreover, making an improvement in the status quo as the first step in achieving the desirable situation through spatial planning and examining driving forces and trends is among the major consequences of this model. The identified or researcher-made frameworks were introduced through descriptive analytic approach that can be defined as six environment scanning models including the basic issue, mission/function, structure/agent, interaction/contrast, analysis and institution oriented levels. Finally, an alternative framework with three dimensional titles (place/time/context) was proposed for the desired environment scanning for Iran’s police by considering the nature of securitization, order maintenance, and policing services in sociality and futures studies progress trend. This is the first practical attempt at achieving a model suitable to the nature and identity of Iran’s police; however, we have a long way to go before achieving a comprehensive and dynamic model that takes into account all the requirements.
