اصولاً انجام دادن و به كمال رساندن هر فعلي مستلزم هزينه‌ خواهد بود و اين امري كاملاً بديهي است كه نسبت به ابعاد كلي موضوع ميزان هزينه‌كرد و همچنين تنوع مولفه‌ها و روش تخصيص منابع و به طور كلي سرمايه‌گذاري براي انجام مطلوب امر مورد نظر، متغير خواهد بود. اين موضوع را مي‌توان نسبت به نهاد بزرگي همچون نظام آموزش در كشور تعميم داد. نظام آموزشي كشور (آموزش و پرورش و آموزش عالي) هر دو با توجه به پتانسيل و ماهيت خاص خود داراي ابعاد متنوع در خصوص نحوه تأمين اعتبار و الگوهاي هزينه‌اي مي‌باشند و به طور نسبي نظام‌هاي آموزشي متأثر فضاي سياسي كشور خود مي‌توانند منابع هزينه‌اي و روش‌هاي متعدد مصرف نمودن اين منابع را داشته باشند. به همين دليل موضوع هزينه‌هاي آموزش و پرورش يكي از حياتي‌ترين مسائلي است كه در حيطه آموزشي هر جامعه مي‌توان به آن اشاره كرد، زيرا رشد اجتماعي، سرمايه‌گذاري اقتصادي براي تربيت نيروهاي كار در نسل آينده و ... در گرو چگونگي هزينه‌كرد منابع امروز در نظام آموزش خواهد بود. به هر ميزان كه نگاه بازتر سياستگذاري جهت تأمين و الگوي هزينه‌اي در آموزش و پرورش كشورها، بازتر باشد مي‌توان انتظار داشت كه خروجي حاصل از اين سرمايه‌گذاري داراي توانايي و قابليت‌هاي بيشتري باشد. از اين رو در اين مقاله اهتمام بر آن است تا شاخص‌ها و مولفه‌هاي هزينه‌كرد آموزشي را در نظام آموزش و پرورش ايران مورد بررسي قرار دهيم تا بتوانيم به رويكرد منطقي‌تر در اين خصوص دست يابيم.

Basically, starting and completing actions leads to costs; and this is inevitable, which is will be variable according to the general dimensions of the level of costs as well as he variety of components and methods of allocating resources and generally investments in order to better take the desired action. This subject can be generalized to a big entity in the country called "education". According to their essence and potential, Iran's education system and higher education both possess various dimensions connected to the style of providing credit and cost patterns; and relatively, education systems exposed to political atmospheres in the country can lead to cost resources and numerous methods of consuming the resources. Hence, the subject of education costs is one of the most important issues which we can refer to in the field of education in every society, because social growth, economic investment for training work forces in the next generation, and so forth are subject to the costs of today's resources in the education system. The more open the outlook of policy makers in providing costs patterns in the education system, the bigger and more capable the output of investments. Hence, the present paper aims to examine the indexes and components of educational costs in Iran's education system in order to reach a more sensible approach.
