هرچند درجامعه بين المللي، تمام كشورها داراي اهداف و آرمانها و منابع ملي خاص خود مي باشند با اين وجود نمي توان ادعا كرد كه همه كشورها براي نيل به اهداف مزبور، قادر به ترسيم و تعيين استراتژي و جهت گيري هاي خاص هستند؛ زيرا يا از امكانات كافي براي نيل به اهداف برخورد نمي باشند يا با فقدان خط منشي مواجه بوده و از وجود رهبراني كه توانايي هاي لازم براي سازماندهي منابع را دارا هستند بي بهره اند و يا قدرت بازبيني و تجزيه و تحليل و در صورت لزوم تغيير اهداف خود را ندارند و جايگاه نامناسبي در سيستم بين المللي پيدامي كنند. دولت ها براي تامين اهداف و تعقيب ايده آلهاي خود ناگزير از داشتن استراتژيك مي باشند. دراين ميان دولتها براي تامين اهداف و تعقيب ايده آلهاي خود ناگزير از داشتن استراتژي و تفكر استراتژيك مي باشند و بعبارت ديگر، دولتها براي نيل به اهداف خودبايد به هماهنگي و سازماندهي منابع و تلفيق آن به سياست هاي ملي خود پرداخته و خط مشي ها و تسهيلات لازم را براي اجراي استراتژي را فراهم نمايند.

Although in the international community, all countries have their own goals and aspirations and national resources however, it cannot be claimed that all the countries to achieve these goals are able to delineate and determine the strategy and specific orientations. Because whether not have enough facilities to achieve their goals or faced with the absence of the policy and not have leaders that have required abilities to organize resources or not have the power of review and analysis and, if necessary, change their goals and will have a bad status in the international system. Governments to meet the targets and the pursuit their ideals inevitably have strategy.
